The much dreaded second wave of corona infections is here, and it brings with it stricter restrictions in everyday life. The restrictions must be imposed locally at Corona hotspots, but must be comparable across the region to ensure a minimum level of uniformity, this is what federal and state leaders stipulate on Wednesday.

The decisive benchmark is the so-called incidence value: many restrictions already apply if the number of new infections in seven days exceeds the threshold of 35 per 100,000 population. Tighter restrictions are provided for an incidence value of more than 50.

Mask requirement:

From an incidence value of 35, a “supplemental mask requirement” should apply in the future, specifically when “people get closer or closer”. If the value rises above the threshold of 50, the mask requirement should be “extended” again.

Contact restrictions:

During Corona’s first wave in the spring, the number of people allowed to gather in public space was limited. These contact restrictions should now revert to Corona access points with an incidence value of more than 50: A maximum of ten people should be allowed to meet in public. If the measures do not stop the increase in the crown in ten days, a restriction should be applied to five people.

Private parties:

Celebrations with family and friends have contributed significantly to the spread of the virus in recent weeks. The maximum number of guests should now be very limited: on corona hotspots with an incidence value of 35, only 15 participants should be allowed for celebrations in private rooms and 25 participants in public rooms. With an incidence value of 50, the maximum number in both cases is reduced to ten people, or members of two households.

Gastronomy:

From an incidence value of 50, a mandatory curfew must be applied at 11 pm for restaurants. This also includes a “general prohibition of the consumption of alcohol”. If the incidence value is greater than 35, these measures are not mandatory, but they are recommended.

Accommodation:

The Bund-Länder Round was unable to fulfill the frequently expressed desire for a standardization of accommodation bans: the positions of the individual Länder were too far apart. He left it in the resolution at an “urgent” request to citizens of regions with an incidence value greater than 50 to “avoid unnecessary travel within Germany.” At the moment, each country can still decide how to proceed with the accommodation ban. A new attempt at an agreement will be made in November.

Help for the economy:

In the proposal, the federal and state governments indicate that “some economic sectors will have to accept considerable restrictions on their commercial operations in the coming months.” For this reason, the federal government wants to “expand aid to companies and improve conditions in the main economic sectors affected.”

Health authorities:

According to the draft, the federal and state governments also plan to further strengthen health authorities to ensure “full follow-up of contacts.” The Bundeswehr could support the health authorities “on short notice” with up to 5,000 employees and “in a few weeks” with up to 15,000 employees. Federal, state and local administrations are requested to support the health authorities with personnel.
