The cabinet plans to adopt the drastic new requirements in a special session this Friday and announce them at a press conference at 12 noon. With this, Prime Minister Winfried Kretschmann (Greens) is reacting to the increasing number of infections and anticipating a possible agreement with the heads of state governments and the chancellor. As a start date for the measures in the country, it was discussed last Tuesday, he said.

Will retail stores and schools have to close?

However, what is meant by a valid reason for leaving the house has yet to be clarified. More recently, it was still debated whether only shopping for daily needs should be a valid reason. That would mean that retail would practically have to close except for grocery stores.

The question of whether schools should be closed next week, as demanded by Chancellor Angela Merkel (CDU), must also be clarified. Education Minister Susanne Eisenmann (CDU) had recently vehemently opposed such a move at the national level.

On Thursday, Kretschmann insisted on a tough nationwide lockdown from Christmas to January 10. Social life must be kept to a minimum, his spokesman said. The federal government and the federal states may again discuss a joint approach this weekend.

One in four citizens of Baden-Württemberg lives in a hotspot

In Baden-Württemberg, almost one in four people now live in corona hotspots with an increasing number of infections, that is, regions with more than 200 new people infected per 100,000 inhabitants in a week. In several urban and rural districts, stricter measures than state regulations are applied in the fight against the pandemic because this mark has been exceeded.

Nationally, the value of new infections per 100,000 residents in seven days is 168.8 (as of Thursday, 4 pm) and thus again higher than in previous days. The 44 urban and rural districts are above the limit of 50, of which one district is considered a risk area. 13 of them exceed the mark of 200 per 100,000 inhabitants, the districts of Heilbronn and Pforzheim are even above the mark of 300. From the mark of 200 the state government speaks of a hotspot, 300 of an extreme hotspot.

Relaxation during Christmas is also in question

The previous partial lockdown since November has not had the desired effect. Currently, through December 23, only up to five people from no more than two households can meet. Children under the age of 15 are not counted. The mask requirement applies, among other things, in local public transport and retail, in front of shopping malls, shops and markets. In general, a mask should be worn where a distance of 1.5 meters cannot be maintained, for example in busy pedestrian areas such as shopping streets.

It is also questionable whether the planned easing will continue through Christmas. In fact, ten people should be able to meet from December 23 to 27, regardless of the degree of kinship and the number of households involved.
