October brings not only new rules in the fight against the corona pandemic, but also more money for families and those with mandatory health insurance. And the time change is pending.
New month, new rules: many things will change again for consumers in October. Above all, measures against the corona virus are being readjusted, and this time especially affecting vacationers.
But there are also news in terms of finances: anyone who needs to become a dentist can be as happy as parents with low or middle income. And there is good news for debtors too. We have summarized the most important changes for October.
New crown rules for celebrations
Tighter requirements apply to celebrations at the end of the month. A maximum of 50 people are allowed to celebrate in public or rented rooms if there are more than 35 new infections per 100,000 residents in a district within seven days. If the number of newly infected people increases to more than 50 per 100,000 inhabitants, a maximum of 25 people is allowed to participate in a celebration.
There are no national rules for private celebrations, but it is strongly recommended that the number of participants be limited to no more than 25 or 10, depending on the infection rate. In Berlin, there is a mandatory maximum limit of 25 participants indoors and 50 outdoors.
Quarantine and corona tests
Starting in October, vacationers returning from risk areas will be required to remain in quarantine for at least five days. Only then can you end the quarantine with a corona test, if the result is negative. Otherwise, it ends after 14 days. Free trials for returnees from safe areas are no longer available.
Online registration portal for travelers
As of October 15, people entering Germany should be able to register on an online portal. Registration is mandatory; otherwise, there is a risk of a fine.
Anyone who enters their details receives a confirmation that they must show, for example, when checking in at the airport. In addition, the information is sent to the responsible health department.
Travelers and other travelers from border regions who, for example, only go to the neighboring country for shopping are exempt from the information requirement.
Mask requirement in offices
In Berlin, the Senate has tightened crown measures on office and administration buildings. As of October 3, the use of a mask is mandatory. The rule should not apply when working at the desk.
Tui brings vacationers back to the Canary Islands
Although a travel advisory applies to the Canary Islands, Tui wants to bring tourists there again from October 3. The largest travel company in the world has made preparations according to its own information that make a vacation package to Tenerife, Gran Canaria, Fuerteventura and company for all of Spain possible despite the travel warning. However, returnees from risk areas must be quarantined in Germany (see above).
Clocks are changed to winter time
Actually, it should be over by now, but they Time change will stay with us for a while. On the night of October 25-26, therefore, you can sleep one more hour: the clocks are set back to 2 am to 3 am Then winter time applies again.
The EU Commission had originally announced that it would change the time for the last time in October 2019 after a majority in an EU-level poll voted in favor of doing so. But the timetable was too ambitious for the Member States. The EU Commission and the European Parliament currently plan to end the change between winter and summer time in 2021.
Greater allowance for dentures
Those with mandatory health insurance who are fitted with crowns, bridges or dentures by the dentist will receive more money from the health insurance fund starting in October. The so-called fixed allowance increases from 50 to 60 percent of the total price.
Anyone who’s been to regular dental checkups and documented it in their bonus brochure can even expect an even bigger grant. Instead of 60, you will be reimbursed 70 percent if you have kept your bonus booklet for more than five years. With complete documentation for ten years there is even a 75 percent subsidy.
The second payment of the child bonus is pending
Parents will receive an extra 300 euros per child this year. There were already 200 euros in September, now the remaining 100 euros will follow.
This time, the same applies: not everyone receives the child benefit supplement at the beginning of the month. The exact date of payment depends on the last digit of the child benefit number. These dates apply to October:
- Final number 0: October 7
- Final number 1: October 8
- End of digit 2: October 9
- Final number 3: October 12
- End of digit 4: October 14
- End digit 5: October 15
- End of digit 6: October 16
- End digit 7: October 19
- End digit 8: October 21
- End number 9: October 22
A faster new start for debtors
Insolvent businesses and consumers will be able to discharge their outstanding debts more quickly from October. So the procedure will only take three years instead of six.
Previously, such a reduction was only possible for debtors who had paid all court costs and 35 percent of their creditors’ claims. The new rule applies to all bankruptcy proceedings filed after October 1.
Duty to file bankruptcy again in force
Companies that are over-indebted due to the Corona crisis but are not insolvent do not need to file for insolvency before the end of the year. However, for insolvent companies, stricter rules will apply from October: you must submit the application as usual no later than three weeks after the insolvency has occurred. Therefore, a new wave of insolvencies can be expected in the autumn.
