In a resolution (2532) issued on December 31, 2020, the Ministry of Health changed a rule for travelers arriving in Colombia from abroad: from now on they must present the PCR test that confirms that they do not have COVID-19 .
The Minsalud’s decision was made due to the ruling issued at the end of November by the Eleventh Administrative Court of Orality of the Bogotá Circuit. Despite criticism from a large part of the scientific community to judge Giovanni Humberto Legro, for not having taken the evidence into account, so far the challenge has not been resolved. The origin of the ruling was a guardianship imposed by the lawyer Alberto Elías González Mebarak.
Now, in the Minsalud document, travelers are ordered to present this test with a negative result. It must be issued in a term no longer than 96 hours before boarding. Who should present it? “All people from zero years who come to the country from abroad are nationals or not,” says the resolution.
“In any case, passengers with fever or respiratory symptoms associated with COVID-19 and those who have not previously completed the Check-Mig application will not be allowed to board,” says the Ministry of Health.
In a section of the document, the Ministry is emphatic in warning that the boarding of travelers who do not have the PCR test may only be allowed when they “state that they had difficulties to take it or to obtain the result in the term stipulated for the flight.”
In these cases, says the Ministry of Health, “they must inform the traveler that once they enter the country they must carry out the PCR test and keep preventive isolation for 14 days. Isolation may end sooner if the result of the PCR test is negative. It may also be extended by epidemiological criteria ”.
The costs of the PCR test and the costs of preventive isolation will be the responsibility of the traveler. “The Ministry of Health of the place of disembarkation and / or destination will be in charge of verifying that the traveler keeps preventive isolation,” says that portfolio.
This resolution modifies the technical annex of Resolution 1627 of 2020 and repeals resolution 1972 of 2020.
