After the Government of Santander and the Mayor’s Office of Bucaramanga could not agree on the measures adopted to combat the advance of Covid-19 in the department, Vanguardia tells him how the restrictions for the next few weeks were in the region.
The first thing you should know is that Bucaramanga was the only municipality in the entire department that decided to impose its own peak and ID model in January 2021. This means that Floridablanca, Piedecuesta and Girón will adhere to the model proposed by the Government.
For the capital of the department the ‘Pico y Cédula’ will work like this:
In Bucaramanga this measure will work with even and odd days according to the last digit of the card. In other words, if your ID ends in 0 – 2 – 4 – 6 – 8 you will be able to mobilize and do your errands on even days of the month; If your ID ends in 1 – 3 – 5 – 7 – 9 you will be able to go out to make your returns on odd days.
The other change is that for the Mayor’s Office the restriction of Peak and ID applies not only to enter establishments but to move around the city.

In the rest of Santander, including Floridablanca, Piedecuesta, Girón, San Gil, El Socorro, Barrancabermeja, Barichara, Aratoca, Los Santos, Rionegro, Lebrija and Barbosa, the curfew will govern as follows:
– Wednesday, December 30, people whose ID number ends in 0-2-4-6-8
– Thursday, December 31, people whose ID number ends in 1-3-5-7-9
Peak and schedule for 2021
– Saturday, January 2, people whose identification number ends in 1 and 2 may leave.
– Sunday, January 3, people whose identification number ends in 3 and 4 may leave
– Monday, January 4, people whose identification number ends in 5 and 6 may leave.
– Tuesday, January 5, people whose ID number ends in 7 and 8 will be able to leave.
– Wednesday, January 6, people whose ID number ends in 9 and 0 may leave.
– Thursday, January 7, people whose ID number ends in 1 and 2 may leave.
– Friday, January 8, people whose identification number ends in 3 and 4 may leave.

Curfew
The curfew will be the same for all the municipalities of Santander, including Bucaramanga and the metropolitan area.
Thus, it will start from December 30 to January 16, 2021, from 11:00 at night to 5:00 in the morning.
There will also be a curfew and dry law from 9:00 p.m. on December 31 to 6:00 a.m. on January 2, 2021, and from January 8 at 9:00 p.m. 6:00 a.m. on Tuesday 12.
During the curfew, according to information confirmed by the Bucaramanga Mayor’s Office, activities such as going to churches or restaurants and bars or exercising will not be allowed.
The curfew will begin on Friday, January 8 from 9:00 p.m. to Tuesday, January 12 at 6:00 a.m.
The exceptions
• Public service vehicles and personnel from the Red Cross, Civil Defense, Firefighters and other relief organizations, the Ombudsman’s Office, the Judicial Branch, and the Attorney General’s Office, Colombian Institute of Family Welfare, Migration Colombia, DANE, DIAN.
• Traffic and transport authorities and police authorities.
• Private security and guard personnel.
• Workers who perform functions during night work hours, duly certified.
• Vehicles and members of the Public Force, the Public Ministry and INPEC.
• Medical emergency vehicles and those destined to the home care of patients, as long as they have full identification of the institution providing the service to which they belong.
• Health personnel, ambulances, pre-hospital care vehicles and home medicine distribution.
• Vehicles and funeral home workers.
• Airport operational, administrative and traveler personnel, pilots, crew members, who have scheduled departure and arrival flights during the curfew period or in hours close to it, duly accredited with the respective document such as boarding passes, tickets, etc.
• Operational and administrative personnel of the transport terminal, drivers and travelers who have scheduled inter-municipal trips during the curfew period or in hours close to it, duly accredited with the respective document such as tickets, etc.
• Duly accredited public cleaning service company personnel and vehicles.
• Employees of home utility companies who must carry out specific actions during these hours.
• Workers dedicated to the acquisition, production, transportation and supply of food, pharmaceutical products and basic necessities, including storage and distribution for sale to the public, will be able to travel through the roads.
• Vehicles for transporting cargo, food and perishable goods are authorized for mobilization.
• Operators and vehicles for traffic control and cranes.
• Vehicles and personnel in the hydrocarbon sector.
• Vehicles entering the city of Bucaramanga, coming from other municipalities different from the metropolitan area, who must present the last two receipts for toll payments.
• The people who provide the courier service, who must have the identification of the company providing the service to which they belong.
• The transit of private vehicles is authorized in cases of vital emergency, duly justified.
• Access to goods and services can be done through addresses or electronic commerce platforms.
• Those people who, due to the essential nature of their activities, must go to their workplaces in person and that the company has registered the worker on the platform www.emergencia.bucaramanga.gov.co.
• People who go to restaurants, bars, hotels, churches, lodging establishments for hours, sports establishments for rent for fractions of time, are exempt from the peak measure and ID by presenting a valid proof of reservation or prior appointment, issued by the establishment to which they are directed.
