Through a statement, the Attorney General’s Office reported that the joint work of an elite team made up of prosecutors, investigators and analysts from the Valle Sectional Directorate, together with the Special Investigation Unit (UEI), captured and prosecuted 37 alleged members, including two of their leaders, from “La Local”, a criminal organization with interference in Buenaventura, Valle del Cauca, information that was confirmed by Prosecutor Francisco Barbosa in an address from the port on the Colombian Pacific: “I want to send the message to the community in Buenaventura, that these criminals are not going to hit the Port any more, and we will make this comprehensive intervention hand in hand with the Navy, the Police and the Navy”.

Among those processed by the elite team are aliases Julito and aliases Diego Optra, indicated by the disputes they have for the territorial control of drug trafficking in Buenaventura. The first, as determined by previous research, has a 10-year criminal record in drug trafficking and extortion in this region of the Colombian Pacific; otherwise, alias Diego Optra He would be linked to the drug trafficking business for more than 15 years, in addition to having a family history in it, extradited by the Colombian justice system, which allowed him to assume command and control of their illicit businesses to consolidate his own criminal organization. The war between aliases Julito and aliases Diego Optra started in 2018 for the monopoly of drugs in the city, which includes links with Mexican cartels for the export of substances through the Pacific.

For the above, “The Local” was divided into two camps, whose war moved to communes 11 and 12 of the port, as well as multiple crimes that affected the citizen security of the port from 2018 to 2020. It was through declarations, tracing and interception of communications that last October 9 the elite team managed to find the whereabouts of alias Diego Optra, who was immediately handed over to a judge of guarantees to impute the charges of conspiracy, homicide and displacement. After this arrest, the Prosecutor’s Office proceeded to capture 29 alleged members, of which 11 were arrested during the month of October, with which “La Local” was completely dismantled.

In addition, during the search and search of the criminal organization, 8 people were arrested with a court order, accused of the possible commission of crimes on the occasion of their belonging to this criminal organization. The total seized in this operation is 22 cell phones, ammunition, weapons, and 40 million pesos in cash, the product of irregular operations associated with drug trafficking of illicit substances.

Prosecutor Barbosa established the record of “La Local” and praised the work of the elite team as a “hard blow ”to organized crime. Due to these investigations, the Attorney General’s Office clarified 19 intentional homicides, as well as 2 collective forced displacements of 452 families made up of 1,634 inhabitants of the Nuevo Amanecer, Caldas, El Progreso, Unión de Vivienda and Carlos Holmes Trujillo neighborhoods of Commune 12 in Buenavnetura, perpetrated through an armed incursion that occurred between November 14 and 16, 2018, which was called The purge by local media.

These results were presented in the framework of a meeting with the commander of the Pacific Naval ForceAdmiral John Fabio Giraldo Gallego, at the ARC “Málaga” Naval Base, 20 km from Buenaventura, whose agenda was to combine tasks in the creation of a strategy against drug trafficking that affects Buenaventura’s security.
