Faced with the floods and landslides in the city due to the passage of tropical storm Iota through the Caribbean Sea, the mayor of Cartagena, William Dau Chamatt, through Decree 1436 of November 14, 2020, declared a public calamity in the District. The declaration, adopted after an extraordinary meeting of the District Disaster Risk Management Council, will have a term of 6 months, extendable for the same time.

This measure will allow the creation of a specific action plan for the immediate attention of the emergency, in conjunction with departments of the departmental, municipal and national order, as well as by private sector entities.

This plan will establish the other actions necessary for the occupation, acquisition, expropriation, demolition of movable and immovable property, relocation of settlements, conflict resolution, moratorium or refinancing of debts, suspension of executive trials, credits for those affected and destination of donations other measures to guarantee citizens a return to normality.

It will also allow the administration to make the necessary budget transfers to attend to the public calamity, from the District Fund for Disaster Risk Management and from the budget of the entities of the Central and Decentralized Sector of the Public Administration of the Cartagena District.

The monitoring and evaluation of the execution of the actions will be in charge of the Planning secretariat, which will issue the results of this monitoring and evaluation to the National Unit for Disaster Risk Management (UNGRD).

So far in Cartagena, floods have been reported in the Villa Rosa, Olaya, Pasacaballos, Bayunca, Policarpa, Bernardo Jaramillo, Bazurto market, Zenú de Membrillal Indigenous council, Albornoz, Antonio José de Sucre, Puerta de Hierro, Colinas de Villa Barraza , El Socorro, San José de los Campanos, La Princesa, industrial sector of Mamonal, Petares, El Pozón, Torices, Villa Gloria, Marlinda, Boston, San Francisco, Villa Hermosa and the village of Arroyo de Piedra.

Landslides are also reported in the La Paz sector of the Albornoz neighborhood, in Pablo VI, in Nelson Mandela, Los Deseos sector, in the Las Brisas neighborhood and in the Lomas del Marión sector.
