LThe alarming numbers of people infected with COVID-19 in the different neighborhoods of Cartagena have led many to consider some solutions to minimize the spread. That is why for some days it has been heard of a possible definitive closure for Nelson Mandela and El Pozón, the ones that register the most cases, and where the inhabitants are on the streets en masse.

The initiative is increasingly popular, and in fact the community leaders of these two neighborhoods would agree to its implementation, as long as all the inhabitants are provided with the necessary food to cope with the days of isolation. El Universal consulted the spokesmen of these communities and the majority voted in favor, but with guarantees.

“That is an issue that can be achieved, but we must analyze the impact that the neighborhood economy, commerce and the people who live by the day would have. If El Pozón is closed or militarized, the condition is that they give the inhabitants markets for several days, not that they end in two or three days because afterwards nobody will have anything to eat with, “said Antonio Bellido, member of the Community Action Board of the Central sector.

The fear is so widespread that several leaders have already made a formal request to the Mayor’s Office, through a right of petition, where they require the closure of all El Pozón with the permanent presence of the public force.

“Yes, we passed a letter asking that the Army be sent to the neighborhood and if it was possible to close it, obviously with all the aid protocols for the residents, without anyone in need. That there is control in the streets, that people learn to respect authority, “said Nora Salgado, renowned civic manager, who asked to speed up the second day of delivery of humanitarian aid.

In Nelson Mandela the situation is similar. Its humble people leave their houses every day to get resources and to have something to feed their families.

The obligatory isolation is not fulfilled and people who are not excepted are seen in the streets, traveling only for leisure or boredom. There are even reports that some diagnosed with coronavirus have left their homes to buy in stores. “It is true, I knew that in the Nueva Colombia sector there was an infected person who was walking as if nothing had happened, he was not sheltered at home. That is very dangerous ”, explained Deivis Zabaleta, president of the JAC of the Los Deseos sector. Regarding a possible closure of the neighborhood, he stated that: “That is very difficult. Poor people cannot be forced to be locked up with nothing to eat. If they close Nelson Mandela we are going to be worse, very hungry, a war with the Police can be formed because people are not going to starve. To make this closure, the Mayor’s Office must first send humanitarian aid that lasts for several days, otherwise it is a bad idea. If they deliver that aid there, they will militarize and imprison anyone who goes out to disturb the street. ”

Regarding the possible closings of Mandela and El Pozón, from the Mayor’s Office they unofficially pointed out that this is a possibility that until now has not been contemplated, since it does not depend only on them but on the coordination of various agencies, entities and authorities, since in doing so some fundamental rights are being violated. We wanted to know more details with officials such as David Múnera, Secretary of the Interior, and Armando Córdoba, Secretary of Participation, but they did not answer the calls.
