The National Government confirmed that the last day of the day without VAT will be held next Saturday, November 21, throughout the country. The announcement was made after the proposal of President Iván Duque, last Friday, at the Confecámaras congress, to advance Christmas shopping for the second fortnight of November.

This third day of the day without VAT would be provided, according to the National Government, to start encouraging the consumption and purchase of products for Christmas, since the financial movement, with this measure, will determine the performance of the economy for the end of this year, According to analysts, it could be between -5% and -10% and, according to the Government, it would be -5.5%.

The products that will be part of the measure are: clothing, electrical appliances, sports equipment, toys, school supplies and goods and supplies for the agricultural sector.

Likewise, money caps have been established so that people do not spend more than necessary and, in addition, so that there are enough products for everyone. Purchases for household appliances and agricultural supplies may not exceed $ 2,848,000, the limit for clothing will be $ 712,140, the limit for toys will be $ 356,070 and school supplies will have a purchase restriction of $ 178,035.

Keep in mind that payments can only be made by electronic means and that, by order of the National Government, the withdrawal of virtual purchases must be carried out on a scheduled basis and the establishments must establish measures such as ‘peak and card’ or ‘peak and gender’ and biosecurity protocols in order to avoid crowds and new infections.

“We are going to guarantee that the face-to-face sale of household appliances is not carried out and is done virtually in order to avoid crowds,” said President Duque when announcing the new day.

The first day without VAT was held on June 19 and caused great controversy in all sectors due to the crowds that were presented in chain stores. The second day was held on July 3, it was exclusively virtual and, according to the Colombian Chamber of Electronic Commerce (Ccce), that day sales grew 30.3% compared to June 19.

During the first two days of the day without VAT, the digital platforms presented collapses and there were many complaints from buyers who said they could never enter the system. Given this, and so that it does not repeat itself, the president of the Ccce, María Fernanda Quiñonez, said that digital platforms have prepared for the third day without VAT and for Black Friday that will take place on November 27 and have all the necessary measures to avoid delays. , system crashes and other errors.

For its part, in August 2020, the National Administrative Department of Statistics (DANE) in the social pulse survey, carried out between September 7 and October 4, compared the economic situation of September 2020 with that presented a year ago . The entity evidenced that 78.7% of those surveyed stated that they did not have greater possibilities of buying clothes, shoes, food, among others; the 86.9% assured not having the possibility of acquiring household items such as furniture, televisions, washing machines and other electronic devices and the 65.9% stated that they did not have the possibility to save part of their income.
