The war returned to Colombia. The country is totally unbound. The failed public order strategy of the National Government victimizes Cauca.
The population of the municipality of Corinto, northern Cauca, and in general the entire department, is once again a victim of the armed mafias that sow terror in order to intimidate the population, doomed to an unprecedented electoral campaign to elect next year to the members of Congress and the new President of the Republic.
We cannot ignore that due to the natural wealth of Cauca and its strategic geographical position, this region has always had to suffer the barbarism of violence imposed on it by ‘narcos’, hitmen and even illegal miners, from the left (guerrillas) and from the right (paramilitaries) disputing illicit income.
The criminals arrive occupying and controlling the territories, where, suspiciously, due to the obvious and routine calamity and helplessness that the communities and their regional and local administrative authorities have to endure, the Military and Police Forces seem to lose the capacity and their powers to guarantee the safety and life of the victims, which to top it off, are those who are stigmatized by the simple fact of being Caucasian, peasant, and having a slightly darker or coppery skin color.
The improvisation, the lack of planning, the lack of systematic persecution of crime is very evident. The military and police are always surprised. It seems that there was no military or police intelligence, or strategy or tactical operations, because they have been replaced by useless security councils from which, due to their lack of foresight, repetitive but unsuccessful decisions, intuitive and sudden, that do not solve anything of the that they pretend.

More serious now that they are being caramelized with the possibility that they participate in partisan politics with the option to vote in favor of the ruling party. How will it be, to complete!
But the problem is not unique to Cauca. The geopolitical, administrative and public order chaos that this country suffers at the hands of the Duque government is common in all regions, despite early warnings about imminent risks issued by the Ombudsman’s Office and some international organizations.
These days they have not only been killing and displacing people in Algeria, south of Cauca; in the El Palo district of Caloto, where they kidnapped and murdered an official of the Attorney General’s Office, because the criminals are the ones who set up the checkpoints; in Caldono, Toribío, or Suárez, north of Cauca, or in Timbiquí, on the coast of the Pacific Sea, where there was also simultaneous harassment.
In addition, they have been killing and displacing people, without mercy, on the border with Venezuela, shortly after the bombing in Guaviare in which even minors died; in the Catatumbo, in Antioquia, everywhere. And he ended this period, like almost every weekend, with another massacre, this time in Cartago, north of Valle del Cauca.
Colombia, and especially the department of Cauca, are in a humanitarian crisis due to brutality, for which people have had to put in the background the danger of the increasing contagion by coronavirus and the mess of vaccination to prevent it.

And in this sense, it is necessary to recognize that the Departmental Government of Cauca, under the leadership of Elías Larrahondo Carabalí, and the municipal mayors, with their scarce resources, face chaos with social investment and work.
We are witnesses that the governor attends today from Popayán, but yesterday and the day before, he accompanied the people of Caldono, he was in Corinto, Silvia, and Buenos Aires, and every day he has had to resist and try to find solutions directly to the delicate situation of Algeria to the south and of Toribío, at the other end of the department, or on the coast on the Pacific Ocean. It is the daily life of these leaders with their respective government teams. But it is something that is not noticed and, consequently, it is not valued in the capital of the Republic. That is why they have earned the solidarity and support of battered populations.
The National Government only appears to make bombastic and opportunistic statements about the smoky streets of our towns; not before.
“Criminals, criminals and terrorists.” “The coward always has terrorism as a weapon to try to seek anxiety and affect the community and here we know that those who are behind this attack are the bandits of ‘Dagoberto Ramos’. We are facing them and we will continue facing them where they are, because these cowardly acts against the community are unforgivable ”, assured Duque last Saturday in Corinto. The president stressed that they are going to completely destroy the mobile column “Dagoberto Ramos”, the “Jaime Martínez” and all cells of dissidents that are affecting the civilian population and the Public Force.

If only. But fundamentally, it is not with challenges, challenges and calls to war, to the definitive confrontation, what is expected. It is not with proposals such as arming the civilian population, or taking advantage of violence to say, as another opportunist put it, that what is needed is for the irascible “democratic security” to return (that of the 6,402 innocent victims, among many others). On the other hand, the immediacy with which the Government discovers criminals capable of these terrorist acts is particularly striking, while generally the investigations into those responsible for other atrocious crimes that are carried out in Colombia are perpetuated in entangled investigative and legal processes , which also, ordinarily, lead to impunity.
Desperate, civil society still has the courage to call all the armed actors present in the region, including the dissidents of the Farc, the Epl, the Eln and the paramilitaries, to cease hostilities and accept a humanitarian agreement that guarantee the safety of the civilian population.
And the response of the State should be a true commitment to public policy aimed at allowing communities, which hope to overcome social and economic inequality, receive support to balance, from the guarantee of their rights, that the illicit economies of drug trafficking are perpetuated in these areas. territories of Cauca and that are the support of criminality.
The aberration is that this latest terrorist act happened when Corinteños were recovering from the ravages left by the flooding of the rivers in the area, which destroyed several homes and left around 60 families from the upper part of this municipality on the street. when they faced difficult moments due to the pandemic, when in the middle of their dreams for a short season in peace, they saw that everything turned into a nightmare again.
The communities of Cauca also demand from the National Government the safeguard and real implementation of the Peace Agreement, and the protection of the institutions created to guarantee justice, truth, reparation, non-repetition and that it does not wear out, harming the entire nation. with his disinterest in achieving it. The communities know that this attitude obeys the selfish power interests of those who aspire to perpetuate themselves in it to continue profiting from the sea of corruption into which they turned the State.
In summary, while the Duque government, in covert manipulation, tries to upset the normal development of the institutionality for the benefit of its political movement and accommodates all its friends in checkpoints and surveillance; While turning the delegates into embassies into a political directory of close friends, in the region, Governor Larrahondo executes the goals of the Development Plan, aimed at defending life, human rights and the construction of peace. Dreaming, anonymous, almost alone, with effective responses through productive processes, education and health, to the tenacity of each of the Corinteños and Caucanos in general, who thus seek to overcome the repeated attacks and aggressions of those who do not want to be implement peace.
We are still waiting for clear, precise answers, and without misleading speeches, from the National Government and the entire wide range of public entities designed and structured solely for those purposes.
