On the morning of this Wednesday, the reprehensible case of a man was known, who according to reports from Migración Colombia, was ill and thus traveled on a commercial plane.

Indeed, from Migración Colombia it was reported that a passenger, who traveled on a United Airlines plane carrying 150 travelers, arrived at the El Dorado airport in Bogotá, despite being positive for covid-19.
As this newspaper learned, the American citizen was approached by the health authorities prior to his immigration control and presented a test for covid-19 which would be positive.
He was immediately removed by the health authorities and they isolated him, in order to validate if the test is real, if the man has symptoms, and perform a new test.
“On flight 207 this person arrived and was immediately sent to the health area. We are highly concerned because, how is it possible that the airline allows that and has infected hundreds of passengers? “ said Felipe García, member of the board of directors of the Colombian Migration union in Blue Radio.
He added that due to this situation, several Colombian Migration workers, including himself, had to isolate themselves because they came into contact with the passenger.

“How is it possible that the officials who are operating at this time do not test all of them? They wait for the person to either get sick or isolate themselves because a colleague came out positive,” he said.
Faced with the fact, Migración Colombia assured that “if the positive result for covid-19 is corroborated by the health authorities, the foreign citizen could be immersed in administrative and legal sanctions, for putting security at risk health of the country.
Thus, similar actions will be carried out against the airline that transported him to the country without carrying out the necessary verifications.
Further. He called for the responsibility of travelers. “As an immigration authority we call on travelers not to expose themselves, or expose other passengers, if they have symptoms or are positive for covid to refrain from traveling,” said the entity.
The portfolio added: “We call on other people not to generate panic among users, since in the last week more than 39 thousand travelers have arrived and only two cases have been presented that have required attention by the health authorities “.

Migration Colombia affirmed that to date there are 11 active cases for covid in more than 321 officers who are part of the El Dorado regional.
The Minister of Health and Social Protection, Fernando Ruiz Gómez, issued a new resolution last week regarding the request for PCR tests for travelers entering the country, taking into account the decision of the 11 administrative court of orality of the Bogotá circuit.

“Yesterday we issued Resolution 002 that has to do with the test for international travelers,” he said.
The head of the Health portfolio explained that for a long time the impossibility and the difficulty that exists to do it has been manifested by the Ministry, this in the face of the guardianship ruling.
“We maintain our position that this ruling has an impossibility of compliance, we asked the judge for clarification and based on it, we issued the resolution under which travelers who enter Colombia are given the possibility to get tested in Colombia, “said Minister Ruiz.
The norm establishes that the boarding of travelers who in the country of origin do not present PCR test should be allowed when they verbally state that they had difficulties in taking the aforementioned test or in obtaining the result in the term required prior to the flight; For these purposes, the verbal manifestation of the passenger will be sufficient, which will be understood to be made under the gravity of oath.
“The person when boarding the plane states that he had no possibility of taking the test, he arrives in the country and takes the test while maintaining isolation while the result of the test arrives. It facilitates the process and allows that there is no problem upon arrival in the country, “said the head of the portfolio.

The passenger must inform the Immigration Officer at the time of immigration control if they have the PCR test with a negative result for covid-19 practiced within 96 hours prior to boarding or if they choose to: (i) perform the referred test in Colombia and do the preventive isolation until you have a negative result of it or (ii) perform the preventive isolation of 14 days or during the term indicated by the health authority, in case you choose not to take the test in Colombia. You must also inform the address in which the preventive isolation will be stored. “These manifestations will be recorded in the immigration system,” the administrative act reads.
It is also noted that the passenger may keep the quarantine days in their place of residence or a place of accommodation. The value of the PCR test and the costs derived from preventive isolation will be the responsibility of the traveler. The Secretary of Health of the place of disembarkation and / or destination will be in charge of verifying that the traveler keeps preventive isolation.
“We will be reviewing the epidemiological situation of the country and we will determine if there will be a new decision in the future, but we will have this guideline working,” the minister concluded.
