The Aburrá Valley experiences two atmospheric contingency events a year. One, between February and April, and another, between September and October. It happens mainly due to topography and meteorological conditions, which are often affected by external climatic events.
The Metropolitan Area of Valle de Aburrá announced that this second episode will begin on Monday, September 28 and that it will last until Saturday, October 17, 2020. The environmental authority also said that it will be presented in advance and that it will be accompanied by the phenomenon of La Niña, which due to the effects of the rains, will reduce the intensity of the episode.
“Having the La Niña phenomenon generates a risk for risk management, we can have more landslides and some floods. But, in terms of air quality, this generates a washout of pollutants, which allows us to have more hope of not registering any station in orange, ”explained Ana María Roldán Ortiz, Deputy Environmental Director of the Metropolitan Area of Valle De Aburrá.
Will there be peak and environmental plate?
Due to the State of Emergency decreed by the National Government, the metropolitan board, made up of the 10 mayors of the Aburrá Valley, will create a modification to the Operational Plan to face Episodes of Atmospheric Pollution (POECA), and suspend the Peak and Plate measure.
Juan David Palacio Cardona, director of the Metropolitan Area of Valle de Aburrá, said in this regard that: “in the Metropolitan Board of Valle de Aburrá, virtually, a transitory article is under discussion that aims to avoid having a peak and plaque in the attention of the episode ”.
He explained that this suspension of the measure will be for this specific contingency, because the occupation of the city is less than before the pandemic, because the schools are closed and many companies are operating with the work at home measure.
“The vehicle capacity of our Aburrá Valley has been reduced by 20% and this measure is also based on the occasion of the pandemic in which we have to avoid crowds. The National Government established the impossibility of transporting more than 50% of its capacity in public transport, which motivates to avoid these restrictive measures such as the peak and plate ”, added the director.
Monitoring to fixed sources
The director also referred to the control that is being advanced to fixed sources. “The Metropolitan Area continues to work to control fixed sources and mobile sources, an activity that we have intensified due to this episode. But, we are also working with the competent authorities in rural areas such as Corantioquia, to face the episode in the best way, ”he added.
Ana Ligia Mora, director of Corantioquia, explained that the entity is clear about its role of exercising greater control over fixed sources. “We always, as the corporation’s own work, control and monitor those companies that have an emissions permit. We have reinforced that in an important way ”.
He also assured that they have a mobile unit specifically designed to reinforce all control and monitoring processes.
For its part, there is also the Medellín and Aburrá Valley Early Warning System, -SIATA- which is a project of the Aburrá Valley Metropolitan Area that integrates 10 large monitoring programs. In these, in addition to monitoring air quality, other hydrological, meteorological and risk management variables are also monitored, managed and controlled.
