The two patrolmen named for the murder of Javier Ordoñez, the lawyer who died from the serious injuries he suffered in the middle of a police procedure on September 9 in Bogotá, were sent to jail this Tuesday by Judge 29 with the function of control of guarantees.
In the middle of the hearing in which the determination was made, the official questioned the actions of the uniformed men, stating that “the man was handcuffed and restrained, why are they handcuffing his hands and feet, joining the handcuffs, and continuing to hit “Clearly, that looks like inhuman treatment that caused him intense pain.”
Therefore, the patrol officers Harby Rodríguez and Juan Camilo Lloreda, must answer to justice for their alleged responsibility in the murder and torture of the lawyer. Both will be held in the Facatativá prison.

The delegate of the judicial branch considered that the detainees “disrespected the institution” to which they are attached “and made it look bad”, with actions that led to the death of Ordóñez.
He indicated that it is proven that they are a danger to the community and that they could attempt to obstruct justice.
The judge also said that in one hour and 20 minutes, the patrol cars, within the framework of the police procedure, would end the life of the 45-year-old man, who was chatting with two friends at dawn on September 9.
He stated that based on the evidence provided by the 94th prosecutor for human rights, in the hearing for the indictment of charges and according to forensic studies, they allowed a glimpse of “a violent death” in this process and it becomes aggravated, “because it was to the victim in a defenseless state ”.
He argued that the blows to the cheekbone, nose, jaw, chest, shoulder, left knee, left forearm and even splinters from a firearm projectile, is an obvious violence against humanity by Ordóñez.
“It can be inferred that the police procedure had to be very violent for the arteries to rupture in his abdomen, which caused him a lot of pain and suffering,” said the judge, based on one of the testimonies brought up by the Prosecutor’s Office. , with which they sought to expose the actions of the uniformed men.

Regarding the crime of torture, the judge made it clear that “it is evident that there were cruel and inhuman treatments that, apparently, were not necessary, because they had already reduced Mr. Javier Humberto, since one had his head and neck oppressed, added to the taser ”.
For the judge, the actions of the uniformed men is not what State officials should have, whose mission is to protect the citizens. He assured that Juan Carlos Lloreda, who activated the taser against Ordóñez, already had a complaint made in February 2020, after attacking a couple who were in a park.
“Marco Emilio is a lawyer. He said that Juan Camilo Lloreda, as a patrolman, approached him and the person he was with, reduced them and beat them. He managed to tell the brother, to whom they did the same procedure, except the taser, only that on that occasion the blows were not so forceful, “the judge explained.
And he reproached that, although the defense attorneys exposed the resumes of the uniformed men with countless congratulations in them, it is evident that they have training on the use of endowment weapons and even more than a police procedure, however, what he left out is that “force is necessary when it is required and in a proportionate way, but not overwhelmed. They are two policemen on top of a citizen who could not move, who was immobilized and treated with the least respect for human dignity ”.
For the delegate of the Judicial Branch, these actions denote serious behavior. “It is the obligation of the State to protect the citizenry, and here State agents used all their strength for the opposite. In Colombia torture and cruel, inhuman and degrading treatment are prohibited ”.
“Citizens believe that the Police take care of them and, apparently, that procedure was totally adverse,” added the judge who did not stop reproaching the uniformed men for the reason why they generated multiple injuries, even when Ordóñez was already reduced in the floor begging for his life.
