At noon this Thursday, the District Council made a historic decision in recent years: the approval of the motion of censure against the Secretary of Planning, Guillermo Ávila Barragán, considering that he is not fulfilling his duties and should leave office. This determination has generated opinions in citizens and unions, who have considered it extreme, unjustified and “with which Cartagena undoubtedly loses.”

“It has been an excess in the exercise of power, taking into account that there has been silence on the part of the District Council in the face of negligent actions in the past,” said the Bolivar Union Council through a statement.

The CGB took the opportunity to highlight the technical concepts and the advances presented by the secretary regarding the different issues of importance for the city, such as the Land Use Plan and the PEMP of the Historic Center.

“Despite having had for the first time an inclusive participation process, with clear and transparent processes, activities with schedules and dates for both the POT and the PEMP, it is striking that the District Council insisted on accommodating a motion of censorship against an official who has demonstrated his commitment to Cartagena ”.

He added that “the continuous controls directed at the secretary, which have been marked by open hostile messages that violate democratic principles and human rights, are still an object of concern; It is not remembered in the past that mayors or councilors from other parts of the country have been treated for this reason and not censored for other actions that were worthy of it and that come to light without much effort.

Finally, the Guild Council stated that the city demands that everyone attend with respect and without conditions to the construction of a democratic governance.

“The CGB makes a call to reflect on the impact that this decision has on the city and expresses its concern in the face of a new instability that will appear in this portfolio due to the removal of the position of the motion of censure voted positively at a time so decisive for the future of Cartagena ”.
