From the virtual office of the Ministry of Finance, which uses the platform, Bogota citizens can pay, generate receipts and pay the property tax, ICA and reteíca.

However, according to councilor Carlos Carrillo (Polo Democrático), there have been several attempts to migrate from one platform to another and the process has not been possible, but it has been affecting taxpayers, who have not been able to generate settlements nor pay.

But in addition, more than 30,000 contractors in the District have had their payment delayed because transfers are also made through this platform. That has been happening, according to Carillo, for a month.

“We know it has been difficult and I express my sincere apologies but we are working in a double shift so that they can be certain that these payments will be made before October 31 and so that taxpayers can fulfill their obligations,” said the Secretary of the Treasury, Juan Mauricio Ramírez at a press conference.

“The system had to be changed. It made no sense to maintain the old system,” added Ramírez, who explained that it was more expensive to update it than to change it for a new one.

A contractor for a local mayor’s office told this newspaper that at this time they have not been paid the fees for the provision of services in the month of September.

Another told him that the local mayors have written to the officials to be patient, the days go by worse and they do not see the issue resolved. “It is already October 21 and the payments are not reflected, there are people who owe rent, who owe the market and who have had to take out loans,” said this official.

In a video, the Secretary of the Treasury regrets the difficulties that have arisen with the platform and makes excuses. It also clarifies that the change of platform is necessary.

At the press conference, Ramírez responds to the contractors that before October 31 the payments will be generated and reiterates that 90 percent of the District’s entities (43 of 93 entities) have already migrated to the new platform. It indicates that 310,000 million pesos have already been paid, which is equivalent to 30 percent of total payments.

And he told taxpayers that the platform is allowing them to generate the payment receipt so that they can comply with the obligation. And he stressed that interest will not be charged.

The official explained that the change of the platform -Bogdata was contracted in 2018 and was due to come into operation last December- was necessary due to the security problems that it had been presenting, since third parties could access taxpayer data. “Yes Capital was key, but it was exhausted and involved several security issues that had to be resolved. We need to fine-tune and improve it,” he insisted.

Ramírez also explained that the multinational SAP, which designed the Bogdata platform, is running a monitoring program to detect where failures are occurring and that an international team works double shifts since making adjustments to the software for several days.

Regarding the procedures that have been carried out from Bogdata, he said that 94,000 taxpayers have already been registered in the system and that 2,800 collection operations have been carried out. However, he warned that the contingency will go until October 29 and that until that date the respective tax payments can be made.

In any case, the Secretary of the Treasury affirmed that three sanctioning processes have been carried out against the platform contractor, one of them in 2019, which was reactivated; another is February 2020, and the last one is dated October 16, and a hearing is scheduled for November 10 where the contractor will be able to make his discharges.
