The mayor of Bogotá presented to the National Government a plan to recover the city from the economic ravages left by the pandemic in the capital.

Through a co-financing between the District and the Nation, the so-called Social Agreement for Bogotá, which includes actions on issues such as basic income, education, health, reactivation of employment and the business fabric; housing and habitat; social care and economic reactivation for women.

“We propose to the Government to join efforts and investments, to make an agreement for women, poor households and young people, where education and employment are guaranteed. This agreement could have a value of $ 3.4 billion of which the Mayor’s Office would put 1.6 billion and the Government 1.8, “the president explained at a press conference.

For now, we have to wait for the response of the Government of Iván Duque, since the mayor herself warned about the need for an economic and social lifeguard, recognizing that the pandemic “has accentuated unemployment and poverty” in the capital.

These are some of the proposals of the economic and social support plan:

  • Guarantee a basic income to 900,000 families, where 47.4% of households are headed by women (426,325 households).
  • Benefit 80,000 young people, of whom 14,000 are high school students and 66,000 young people so that they have access to higher education or training programs.
  • Grant 200,000 partial health subsidies that allow covering new people excluded from the system because they do not meet the conditions or receive some income that prevents them from being in the subsidized regime, but they are in a condition of poverty.
  • Assign the Lease Subsidy (SDA) to 2,000 households to provide temporary care to women victims of domestic violence (80%) and vulnerable youth (20%) through payment relief lease for six months.
  • Support the employment of 14,000 people through the BIS (Social Impact Bonus) scheme for labor inclusion that promotes income generation and poverty reduction.
  • Support some 110,000 companies with tools for business strengthening, productive transformation and digitization; in addition to different lines of financing.
