In it, the parliamentarians propose “A subsidy worth a monthly minimum wage with all legal social benefits ($ 1,409,000) that would be delivered to 3.5 million people employed in formal and independent activities vulnerable to the crisis” of COVID-19.

According to the same text, they would also benefit 31 million Colombians “Belonging to 9.5 million poor and vulnerable households”, which would receive “A transfer of a minimum wage ($ 877,000).”

“The proposal as a whole allows to benefit about 34.5 million people, that is to say 71% of the Colombian population, for a period of three months”, clarifies the document, which also specifies that said subsidies would have a total cost of 40.5 billion pesos, for which reason the following are also proposed “Sources of immediate financing” for its execution:

  1. Expand the wealth tax;
  2. Reallocate expenditures from the national budget: bring existing cash transfer resources to this emergency plan;
  3. Reduce operating expenses that are not essential;
  4. Deferred project resources and those canceled as a result of the emergency;
  5. The resources available in the FOME (in particular, the resources of the solidarity titles);
  6. The collection of the solidarity tax COVID-19 created by Decree 568 of 2020;
  7. Suspend with immediate effect the tax benefits approved in Law 2010 of 2020, Economic Growth Law; and
  8. Request a direct credit from the Banco de la República, guaranteed in international reserves, in development of article 373 of the Political Constitution. ”

As stated by the congressmen in the aforementioned document, it is also contemplated to create a commission to present this initiative to the Government. If there is no agreement with the executive in this regard, adds the proposal, the signatories they will present it as a legislative project that modifies the decrees already issued, and to be promulgated, by the Government in the face of the economic emergency that the country is experiencing as a result of the COVID-19 pandemic.
