They call it the pavilion of horror. Some of the most disowned criminals in the country have walked its corridors: Luis Alfredo Garavito, rapist and murderer of almost 200 children; the late Jhon Jairo Velásquez Vásquez, alias Popeye, Pablo Escobar’s hit man with more than 300 homicides in tow; and, more recently, Rafael Uribe Noguera, convicted of the rape and murder of Yuliana Samboní, a girl barely 7 years old.

The place is part of the Maximum and Medium Security Prison of Valledupar, popularly known as ‘La Tramacúa’, where 1,485 prisoners coexist in a heat that usually exceeds 40 degrees.

He has the same conditions as Garavito and the high-profile inmates of the prison

Uribe Noguera was transferred there in 2018, after several attempts to rob and beat the other inmates against him when he was being held in La Picota prison in Bogotá.

“He has special security measures: he remains in his cell longer, he cannot go to common areas. He has the same conditions as Garavito and the high-profile inmates of the prison,” an Inpec official told EL TIEMPO.

La Tramacúa, which draws attention from the air due to the symmetry of its architecture, has been in operation for two decades, and Members of the Federal Bureau of Prisons (BOP) of the United States participated in its design. It is one of the safest prisons in Colombia and is just 15 minutes from the Leyenda Vallenata park, in the capital of Cesar.

Both Uribe Noguera’s cell and those of the other prisoners are guarded by a control center that is connected to the Inpec offices in Bogotá.

This newspaper was able to establish that, at present, the confessed murderer of Yuliana Samboní spends his days making plans, models and crafts, with which he redeems part of the 58 years in prison to which he was sentenced for the girl’s crime.
