President Duque sanctioned Law 2068 of 2020, the new Tourism Law, which seeks to make the sector more competitive, promote its reactivation and consolidate the country as a high-quality destination.
“This new law, an initiative of Mincomercio, will allow us to put tourism on the new path of economic reactivation after a supremely difficult year and the most interesting thing about this new Tourism Law, Law 2068 of 2020, is that it is a combination of short, medium and long term measures. Therefore, we are not only putting the elements for the immediate reactivation of the sector but we are also thinking about our tourism sector in the long term ”, indicated the Minister of Commerce, Industry and Tourism, José Manuel Restrepo.
Among the transitory tax measures established by law is the reduction of VAT on air tickets, which will go from 19% to 5% until December 31, 2022; the temporary suspension of the payment of the energy surcharge for tourism service providers in the hotel, accommodation, events and parks subsectors; the temporary reduction of the consumption tax to 0%, and the VAT exemption for hotel and tourism services until December 31, 2021.
The payment of the penalty for the reactivation of the National Tourism Registry (RNT) until March 2021 is also eliminated.

It also has tools to attract investment in the sector, such as the extension of the special rate of 9% of income tax for the construction of hotels and theme parks, as well as their remodeling. It also extends the construction time from 4 to 6 years.
“Law 2068 of 2020, the new Tourism Law, will help our sector, which has undoubtedly been one of the most affected not only in the country but worldwide, and this new Law brings fundamental reactivation measures to strengthen the development of tourism, but it also includes other measures associated with tourism sustainability and quality that will allow Colombia to position itself in the long term as a destination of very high quality and oriented to the conservation of heritage ”, declared the vice minister of Tourism, Julián Guerrero Orozco.
The law also balances the clear rules of the game for platforms that offer online tourism services, which must have the National Tourism Registry (RNT), which is free and online.
The provision also establishes benefits for San Andrés, Providencia and Santa Catalina, which include the allocation of the $ 15 dollars that are paid from the national tourism tax, $ 0.5 dollars to invest in the competitiveness, promotion and infrastructure of the department of San Andrés and another $ 0.5 dollars directly for the reconstruction of Providencia and Santa Catalina, during the 2021 term.
