Police who beat citizens in protests with a stick is in prison for sexual violence – Crimes – Justice

The patrol car José Orlando Velandia Otavo, the same uniformed man who -according to police sources- appears in several videos in Teusaquillo hitting citizens with a stick, is imprisoned since last September 28, 2020, but for other facts.

That September 28, Velandia was captured by a prior court order from the local Prosecutor 512 and he was brought before a judge who legalized his detention. There he was charged and a preventive security measure was ordered against him, in a jail.

The events that led to his capture are related to a report of sexual act with a person unable to resist, unlawful deprivation of liberty and aggravated personal injury.

According to the Prosecutor’s Office, these crimes were committed by the police in March and are related to the CAI El Claret, where, according to the investigations, the patrolman Velandia allegedly committed sexual acts against a minor.

Instead of being suspended, after those events in March the patrol car was transferred to the CAI of the Park Way, to which it was attached when on September 9, in the midst of the protests that took place in Bogotá for the murder at the hands of police from the law student Javier Ordóñez, He is seen in several videos with his jacket turned upside down so as not to be identified, intimidating and hitting citizens with a blunt element.

For those attacks during the protests -although Velandia was suspended in a disciplinary decision by the Police-, according to the Prosecutor’s Office the patrol car has not yet been prosecuted, because the accusing body continues to investigate what happened that night in which several CAIs in Bogotá were burned, and where abuses allegedly committed by the Public Force and the indiscriminate use of weapons were reported, which would have led to the death of at least 13 citizens.

That case, assured the accusing body, was prioritized by the Attorney General’s Office. However, there are still no charges for these events.

This being the case, although this Friday the local mayor of Teusaquillo, Esmeralda Hernández, assured that thanks to the complaints from the citizens, the patrolman could be identified, suspended and captured, the reasons for which he is detained are different from the attacks he allegedly committed more than two months ago.
