This is Wilder Salazar’s testimony:

“Javier’s pleas at all times were: ‘Now, no more, no more.’

“I also shouted on several occasions that please not hurt him more with the taser gun, to which the policemen never stopped, they hit him several times in the face and they continued with the taser gun, but the shocks no longer got them. they did it on their clothes because their shirt was already torn, they did them on their skin. “At that moment other policemen arrived, others motorized, they handcuffed Javier and me and put us in a van of the National Police and inside that van the torture of my friend Javier continues.

“They transfer us quickly to the CAI of Villa Luz. I get off by my own means and they push me to the bottom of the CAI. When I see Javier, he was already very weak, with his head down. They continue to beat him there, they push him and they throw him on the floor, he was already handcuffed, he was totally immobilized, he could do absolutely nothing.

“Then they throw him at my feet, they continue to attack him physically and verbally. Javier hardly complained anymore, he spoke very little and had a lot of difficulty breathing. I always asked them (the police) for help that we would please take my friend Javier to a hospital, which was the least that should be done, they never helped him, they only came to attack him verbally and physically.

The shocks were no longer done on his clothes because his shirt was already torn, they were done on his skin.

“Then more police arrived, they see me against the wall in handcuffs, they see that they are hurting my friend and they don’t help him.

“Shortly after my friend Juan David arrived, he forced his way in and when he saw Javier he threw himself on the floor and tried to sit him down, but it was very difficult for him because Javier was handcuffed and had his arms behind him.

“Juan David tells me that Javier is not breathing, he is very cold. I started screaming for them to take off the handcuffs so I could sit him down, At last they take a wife from me, but when I feel Javier I realize that he is very pale, his eye is totally swollen, a part of his face is totally swollen, he has marks all over his body. His chest was purple, his neck was purple.

“We got him out of the CAI as best we could and all the way to the hospital we hit him on the cheeks, I tried to open his eyes. We tried to make him react, but he never opened his eyes.

“We arrived in the patrol at the María del Lago Clinic, I got off like crazy, I went to the emergency room, we took Javier down as best we could and we put him in the wheelchair and that image I never forget … he stayed in this position (mouth upstairs with his eyes closed), they put him in an emergency room.

“I came out crying, then one of the doctors came out, knelt down, put her hand to me and said: ‘I’m very sorry, you can’t do anything because your friend has already arrived dead.’
