New details of the investigation for the sale of horse and donkey meat to the PAE in Santander

Thus began the investigation

In 2018, when the news of the existence of clandestine slaughterhouses in Bucaramanga broke out, a prosecutor for crimes against the environment took up the case, as the damage that was being generated on the ground by the slaughter of animals was being investigated.

When she finished dismantling those slaughterhouses, the Prosecutor began the task of finding where the meat of horses and donkeys that were slaughtered illegally came from.

The investigation found that Fernando Trujillo Gómez, a meat merchant, distributed meat to different points, including the PAE. In the evidence in the possession of the Prosecutor’s Office there are documents, data searches, inspections and telephone interceptions with which it was possible to determine that he was using intermediaries to be a provider of the PAE.

According to the investigation of the Prosecutor’s Office, Trujillo removed the donkey or horse meat from the slaughterhouses and changed the label so that it was labeled as beef. “He used labels from legally incorporated companies. The facts

Everything indicates that Trujillo and his accomplices transferred animals to Bucaramanga and sacrificed them with false permits.

Horse meat, after leaving the slaughterhouse, must have a special label to alert the buyer that it is equine meat. However, the Prosecutor’s Office assures that Trujillo changed the labels to sell it as a beef product. In addition, to modify the texture of the meat and give it the appearance of a beef product, it was treated with sodium bisulfite, sanitizing citrosan and food coloring. All three elements are legal, however, Trujillo manipulated the amounts of chemicals to soften the food.

More tests

Although the Prosecutor’s Office has not made public all the elements obtained in the investigation, as it is still ongoing, Vanguardia obtained sections of the transcription of an audio that Trujillo maintains with an unknown person.

In the audios, Trujillo asks his interlocutor: “… the evil that the return of the cattle tickets does him, what is it like, that shit how is it, does it come out in the name of whom or what?” The man replies that the document comes out in the name of “the man who killed the day, I give him the date and all the information comes out, if not the address the man modifies, but it comes out original.”

Trujillo tells the man that the support must say that the cattle were slaughtered “in Vijagual or in Río Frío, in order to be able to take them upstairs to the factory so that they have a support.”

In another audio, a man tells Trujillo: “… the old women in the kitchen almost gave me a stick, because it is very hard, it does not go in a block and it comes out like a rubber”. Faced with the complaint, the captured explains “this is like beef, there is one for sweating and another for roasting.

A source within the Public Prosecutor’s Office assured that the Prosecutor spoke with three operators of the PAE in Santander, “Nutrimos, Unión Temporal and Global Trade Solution. One of them said that he did buy Fernando, but that he offered (beef). Another said that he bought from a lady, who is possibly an intermediary ”.

According to other evidence, Trujillo would have obtained sales contracts to other business sectors. “It was not only commercializing the PAE. They also sold in salsamentarias and market places. They are investigating the distribution lines, ”said the source.

“Trujillo sacrificed about 100 horses per month”

Vanguardia visited the facilities of the Villa Rosa Equidae Slaughter and Processing Plant, one of the four plants authorized in Colombia to slaughter and sell horse meat.

Local workers told this newsroom that Trujillo had been a user of the plant for four years and slaughtered about 100 animals a month. The horses came from Córdoba and Arauca.

“He always arrived with his guides in order. The animals arrived in good condition. And he would go back and collect the meat in a refrigerated truck with personnel with a food handling license, ”said a plant official.

Villa Rosa workers emphasize that this activity is legal, because the plant has the authorization to slaughter horses and the marketing of its meat is not prohibited in the country.

In addition, spokesmen for the plant, which has been in operation for 12 years, asked not to stigmatize the consumption of horse meat, as this protein is suitable for human consumption.

“We do not supply horse or donkey meat”

Roberto Porras, legal representative of the Unión Temporal Bucaramanga Social, consortium in charge of the operation of zone I of the PAE of Bucaramanga, assured that he has not delivered food rations with horse or donkey meat within the food supplement that is supplied to students .

“We have a list with all the suppliers and none have any connection with Mr. Fernando Trujillo. That we have never bought from Mr. Fernando Trujillo, not even a gram. If Mr. Trujillo supplied donkey or horse meat to an operator of the PAE here, let the Prosecutor clarify which operator it was, but not to target all the operators, because we, Bucaramanga Social, did not go, and never did. we’re going to do it, ”Porras said.

Similarly, the representative of the Temporal Union denied ever having been summoned by the Prosecutor’s Office in the middle of the investigation into the irregularities in the commercialization of horse and donkey meat in the PAE.

“Once the Prosecutor’s Office came to an educational headquarters where we operated, they asked permission to take some samples, but all they did was take photos of the rations. If they had asked us for a sample of the products to carry out the study in the laboratory, we would have gladly given it to them, but no, they just took the photos and left. There was not even a record of the diligence. That was the only meeting with the Prosecutor’s Office, ”Porras added.

The Secretary of Education spoke

In a video published on the Social Networks of the Mayor’s Office, the Secretary of Education of Bucaramanga, Ana Leonor Rueda, assured that she rejects the facts that the Prosecutor’s Office has revealed and that involve Fernando Trujillo.

Rueda said that “on behalf of the children and adolescents of Bucaramanga who receive the school feeding program, I want to tell them that the Mayor’s Office requires in the contract with the auditors that visits be made to the providers of the PAE program in the city.”

In this sense, says the official, they will be part of the criminal process “because this infamy must have clear and categorical punishments for those responsible for delivering food that do not meet the safety and quality conditions that are required from the contract documents.”

The Secretary, who has been in office since mid-2016, said she was willing to “provide all the documents that we have regarding supervision, audits, complaints that have reached the Secretary of Education, the competent authorities, of course. to the Attorney General’s Office ”.
