By resolution, the National Government, through the Ministry of the Interior, issued the protocol that, in the short term, (provisional) includes the most urgent measures that guarantee the right of citizens to demonstrate publicly.
This, after the Administrative Court of Cundinamarca, when failing a guardianship, decreed as a provisional measure for the National Government to set up a table, together with the mayor of Bogotá and the Government of Cundinamarca to define said protocols.
The resolution establishes, among the responsibilities of the governors, to activate a Unified Command Post (PMU), in which, among other authorities, Migration Colombia must be present to identify and care for the foreign migrant population.
It will also be the task of the governors to activate the plans for the disarmament of bladed weapons with the aim of safeguarding the life and integrity of the protesters.
Meanwhile, the protocol indicates that within the responsibilities of the mayors will be to convene working tables prior to the demonstrations with their leaders, in order to verify what the course of the demonstration will be and its details, to articulate the required actions and generate the support of the entities to guarantee security and public order.
“The mayor must previously conform to the public demonstration an Elite Group that is in charge of coordinating with the leaders of the protesters how and where it will be carried out in such a way that it is clear that the right will not be endangered. to the life and integrity of the protesters and other citizens ”, states the resolution.

Also, if necessary, the districts and municipalities will form coexistence teams or personnel that facilitate the peaceful development of the demonstration and issue administrative or operational orders that allow, as far as possible, anticipate and prevent the generation of acts of violence.
In addition, the mayors must implement “controls on the consumption of intoxicating beverages on public roads and carrying weapons after coordinating with the corresponding authorities”.
Meanwhile, the Police are charged with the task of anticipating infiltration control actions. In this sense, it must provide information with a preventive approach to mayors and governors as the first police authorities, in order to facilitate the possible identification of infiltrated actors that generate acts of violence in social protests and avoid obstructing the fundamental right to the public manifestation of citizenship.
Of course, it is established that the members of the National Police will continue with training in Human Rights.

“When, within the framework of the public demonstration, violent acts are released that alter public order and coexistence, putting life and integrity at risk, as well as private property and economic freedom, the action of the National Police will be carried out with full observance of the principles of necessity, gradualness, proportionality and rationality within the framework of the constitutional, legal and regulatory mandate”The resolution reads.
But not everything is for the authorities. The participants and organizers of the marches are also imposed some commitments.
The first is that they must urge the participants to exercise their legitimate right to demonstrate publicly, to do so peacefully, but they must also strive for a harmonious development between the exercise of rights and the fulfillment of their duties, taking as a framework general co-responsibility and social solidarity.
In another of the points it is established that they must “respect the legitimate authorities of the State, avoiding damage to their elements or uniforms with which they fulfill the function of protection and guarantee of the exercise of the right of manifestation “.
And it is clear that They may not “carry blunt, chemical or incendiary weapons that could affect their integrity, other protesters, the authorities and people who are not participating in the demonstration ”.
