This November 11, the National Government together with the Ministry of Defense presented a package of guidelines to guarantee the respect and promotion of women in each of the ranks. The initiative was born from the joint work of the Vice Presidency of the Republic and the Presidential Council for Equity for Women.
Vice-President Marta Lucía Ramírez and Defense Minister Carlos Holmes Trujillo participated in the event. For the goverment, the guidelines aimed at promoting gender equity and the prevention and comprehensive care of violence against women in the Public Force, with special emphasis on sexual violence, they set a precedent on the path to the inclusion of women in all sectors of society.

Guidelines
The incorporation of the personnel of the Public Force is a regulated process, that is governed by the fulfillment of knowledge requirements and physical attitude tests and psychological, and the promotion processes are meritocratic, based on time, experience and degrees.
On this basis, the lines of action of Public Policy will continue to be deployed, in order to continue increasing the presence of women in all areas of the Public Force.
Mechanisms to promote continuity in the career plan of women linked to the Public Force will be reviewed, to strengthen the development of institutional communication strategies to promote the positioning of the role of women in the Public Force.
Likewise, strengthen the process of creation and management of the Gender Offices in the Public Force, as a key measure of institutionalization of the gender approach.
Each protocol must contain at least guidelines in four strategic axes: prevention; care and protection; investigation and sanction; comprehensive accompaniment to the victim and the family of the alleged perpetrator.
There will be an internal guideline for those cases of gender-based violence that occur within the Public Force: for example, cases of sexual harassment between members of the Institution, intrafamily violence suffered by a woman who is a member of the Public Force in her family, among others.
Also an external guideline for those cases in which members of the Public Force are implicated in the commission of acts of gender-based violence, in which the victims are persons outside the Public Force.
Complaint and report of cases
The reporting and reporting of cases of gender-based violence, particularly violence against women, committed by members of the Public Force, in activities of the service or outside of it, will be strengthened through various channels.
The information and formal reporting channels of the cases that are known should be disseminated, and for this, channels such as social networks and Army and Police stations will be used.
These reports will be in Coordination with the Technical Investigation Body (CTI) of the Office of the Attorney General of the Nation and / or the National Police (Judicial Police), the correct disposition of the evidentiary material and the follow-up of the cases must be coordinated.
Care and protection
Each institution of the Public Force, based on the route already established in the Protocol of Prevention and Attention of the Public Force in the face of sexual violence, it should evaluate and implement a specialized route for a comprehensive approach of violence against women, both in internal cases (victims of the Public Force) and external (victims outside the public force whose alleged aggressors are members of the forces).
The standardization of the offices ofGender of the Public Force will allow to promote the implementation and follow-up of the Gender Mainstreaming Policy within the Public Force and the sectorial regulatory framework that establishes a principle of zero tolerance against sexual violence.
There will be articulation with line 155, within the Public Force the use of line 155 will be disseminated for orientation and activation of access routes for women victims.
Investigation and sanction
Each Force, through the Gender Offices and with the links with the competent authorities (Office of the Attorney General of the Nation and Attorney General of the Nation or those that correspond according to the particular case), must follow up and monitor the cases former members in which members of the Public Force are involved, in order to verify the status of the respective investigations in the criminal and disciplinary field, respecting the summary reserve of the justice operators. With this, a baseline will be built that should contain the cases and their follow-up.
