Recently, the return of conscription to military service in the Colombian Army was announced, with this, it is sought that more than 20,000 young people join the ranks of the institution and serve their time.
There are at least 4 recruitment periods a year, however, after the difficulties caused by the coronavirus pandemic, only the second incorporation will take place from this September.
It is worth noting that military service is aimed at young people between 18 and 23 years old. Despite this, there are people who, aged 24 or over, still do not have a military card and are therefore considered remiss.
In May 2019, a law was approved with which these young people can benefit from an amnesty and solve their military situation.
This amnesty, among other things, forgives the fines for not serving or solving their military situation after the defined time (between 18 and 23 years) and, in addition, establishes the definition of new terms and dates of payment. In addition, the assigned referrals will only pay 15% of a current monthly minimum wage.

How to know that I am remiss?
If you are over 24 years old and you do not know with certainty the status of your military situation, you can enter the official website of the National Army (link here). Once in the portal, you must enter the ‘Queries’ tab.
You will be asked for your identity document number and it will appear if you are registered, if you already have an appointment assigned in a corresponding center to solve your situation, if it is already in liquidation (that is, you are one step away from knowing the value to pay the notebook) or if you are already a reservist (in other words: it’s solved).

Amnesty law
Now, if you are not a reservist or in the process of being one, you are reluctant.
In that case, you can benefit from the law that provides amnesty for payment.
Of course: it is worth noting that, recently, a public hearing was held in which Manuel Virgüez, senator of the Mira party, spoke about the situation of young people and the evolution of the law over time (more than a year has passed since its approval). This amnesty law, from the beginning, has an exclusive application period of 18 months. That is to say; in January this benefit could end.
From May 2019 to September 2020, the amnesty law has benefited 7,000 people
General Jairo Leguizamón, recruitment commander, assured in the same hearing that the law aims to shelter more than 700,000 young people who have not yet defined their military situation and are 24 years old or older. So far, from May 2019 to September 2020, 7,000 people have benefited.

The military also said that it is not necessary to wait for recruitment days to qualify for the amnesty, since any citizen can approach the districts in order to publicize their remiss status. Once there it will be possible to benefit from the benefit.
Beyond being 24 years old, you can benefit from the amnesty if you are the parent, only child or have a disability, conditions dictated in article 12 of Law 1861 of 2017, which raised exceptions for the provision of military service.
