Meeting between minsalud and judge for PCR tests on travelers

It was a tense meeting attended by the attorney Fernando Carrillo, who presided over it, the 11th judge of the Bogotá administrative circuit, and the Ministers of Health and Justice, Fernando Ruiz and Wilson Ruiz.

The meeting was scheduled because in recent days, the judge ordered in the second instance that the Government had to request the PCR test from international travelers landing in Colombia.

However, hours after the sentence was known, Minister Ruiz said openly in the ‘Prevention and Action’ program that he considered “impossible” to comply and that passengers would not be asked for a negative result or required to quarantine.

The declaration of the head of the Health portfolio opened a debate in the country about whether it was a contempt for the judicial ruling and that did not go unnoticed at the meeting this Wednesday, Blu Radio said.

The government official “told the judge that his words were misinterpreted because he deliberately did not want to breach the ruling,” commented a journalist from the station, while another added that he “asked for an apology.”

According to reporters from the radio station, Ruiz explained that “he was not challenging the judge but before him he insisted that it is very difficult to comply with the determination” and that “as the highest health authority, I had to show that it is very difficult to face such a scenario.”

On the other hand, Blu Radio explained that since the meeting was attended by the attorney Carrillo and the delegate attorney for health, the conclusion was that The Public Ministry will make official this Thursday a request to “modulate the ruling and moderate its effect”.

The idea, says the station, is that the judge’s decision is not “impossible to comply with” and that it coincides with the current situation of the pandemic.

The request of the control body will include that the 14 days of quarantine are eliminated and that it remains in the hands of the health authority the possibility to choose the type of test that passengers will be asked; In other words, it can be antigenic and can be taken at the place of departure or at the place of destination.

This, accepting one of the arguments of the Minister of Health, with whom he assured that there are supposedly laboratories that are delivering false PCR tests to travelers.

The Attorney General’s Office will also ask the judge to take into account “the determinations of the WHO, the scientific analyzes and the policies that have been taken in other countries,” the station said.

All this based on a report that contemplates that the contagion of coronavirus has already arrived in Colombia and that it will no longer enter through airports.

The judge agreed to study the application, although that does not mean that he has already accepted it.
