For having referred in pejorative terms to the directors of the University of Cartagena, the Attorney General’s Office summoned the mayor of Cartagena, William Jorge Dau Chamat (2020-2023), to a disciplinary trial, for alleged infringement of the duty to “treat with respect, impartiality and rectitude to other public officials, “said the investigating body.
That entity also criticized that the president had allegedly used disrespectful words towards the managers in statements made to the media, on July 31, 2020.
In those statements, the mayor referred to the directors of the University as a “nest of rats”, “corrupt” and “scoundrels”, which would have affected their dignity and moral integrity, and violated the provisions of paragraph 6 of article 34 of Law 734 of 2002, “(…) treat with respect, impartiality and fairness to the people with whom they have a relationship by reason of the service.”
Dau’s alleged disciplinary offense was provisionally classified as serious as fraud by the Attorney General’s Office.
On the other hand, the citizen initiative “Cartagena corrects”, led by the lawyer and former mayor in charge of the city in 2003 Rodolfo Díaz Wright, will strive to obtain the revocation of William Dau as mayor of La Heroica, after 11 months of management .
The statement issued by the citizen movement ensures that the mayor does not have enough experience to occupy his position and has not lived up to what a city like Cartagena demands.
In Colombia, it is “allowed to correct these electoral errors, at least for local leaders, such as mayors and governors, before things get worse or the damage is irreparable,” the document reads.
“We believe that we have given Dau enough time to act, execute and show important achievements, but on the contrary we have been involved in a series of scandals, where the mayor’s office seems like a reality show, losing its institutional framework. In short, we formed the committee to recall William Dau because he has proven to be a failure, ”the document adds.
In that sense, from next January 2, 2021, the revocation committee will be registered with the Registrar.
The collection of signatures will also begin that will seek to arrive at the figure of, at least, 34,100 to remove Dau from his position, and that President Iván Duque appoint a representative in charge of the city.
“It is clear that in the current case, not only has the alleged government program not been fulfilled, in terms of ending corruption and poverty, but also, there is dissatisfaction with the disastrous work of the mayor, in the management aspects , planning and execution of the development plan ”.
The document also summarizes the complaints about “the unfortunate state in which the city is: insecurity, unhealthy conditions, lack of control in all sectors, floods, the destroyed road network, blockades and protests, all framed by grotesque behavior and actions , indecorous and very far from what would be expected of the first authority of the city, “said Díaz in the statement where he reported on the beginning of the management to revoke Dau.
The promoter of the initiative also said that Mayor Dau still “acts as if he were on the campaign” and that he goes from one “media show” to another every day.
“The mayor lives in a daily media show, and all he does is confront everyone, incite everyone to fight, disrespect the institutions, the citizen sectors. We believe that Cartagena does not deserve this, “he said.
Finally, Díaz also detailed that in January 2021, when the first year of Mayor Dau’s government is completed, the collection of more than 60,000 signatures with which they seek to call the recall referendum will begin.
During the next few days we will begin our promotion process in different scenarios, later we will appear at the Registrar’s facilities to register our committee, an entity that will then provide us with a format for collecting signatures, “he concluded.
At the moment the mayor has not ruled on this citizen movement, but it is expected that he will do so in the next few hours.
In addition to this situation, the mayor of the walled city will have to recant for having called the board of directors of the University of Cartagena a “rat’s nest”. This was ordered by the Second Civil Court of the Cartagena Circuit, through a second instance ruling.
Everything happened at the time of the election of the District Comptroller, when Dau gave statements about paying special attention to any contest carried out by the Alma Mater, seeking to “be objective, not rigged and subject to influences.”
That same day, the president was going to lead an event at the university facilities to deliver a robot that will process COVID-19 tests. The conflict occurred when the rector did not allow him to enter.
“I am not welcome for the words that I said, calling the directives of being corrupt, of being miscreants who always act against the interests of the district, and I do not withdraw; So do what you want, Mr. Rector, ”Dau said in the video posted on social networks.
The second instance ruling by Judge Nohora García orders the mayor to remove from his Facebook account “Let´s Save Cartagena” the publications made against the directors of Alma Mater, in a time no longer than three days after the notification of legal action.
