Luis Gustavo Moreno: The former prosecutor involved in ‘Cartel de la Toga’ is transferred to prison La Modelo – Crimes – Justice

The third judge of execution of sentences of Bogotá ordered the transfer of the former head of the Anticorruption Unit of the Attorney General Luis Gustavo Moreno Rivera to La Modelo prison, to continue serving his sentence.

At the beginning of December, the former prosecutor, involved in the ‘Toga Cartel’, arrived in Colombia, deported from the United States, where he was paying a penalty for money laundering for receiving in that country an advance of a bribe from former Governor Alejandro Lyons.

Moreno’s transfer to La Modelo occurs due to the refusal of the Police to receive him at the Police Higher Education Center (Cespo). At the time, the outgoing director of the institution, General Oscar Atehortúa, pointed out that being a training center, he did not have the conditions to confine the former prosecutor, but that his sentence could be served in any of the more than 130 prisons in the country.

In response, the former prosecutor filed a tutelage in which requested to be transferred to a military garrison, arguing that his life was in danger because of the statements he had made.

Moreno’s grief

In Colombia, Moreno must face the sentence imposed by the Supreme Court of Justice, of 4 years and 10 months in prison, for having been part of the ‘Toga Cartel’, a corruption network that operated within the high court, and in which he, along with former magistrates of that corporation, favored individuals and politicians who had legal proceedings in exchange for sums of money. The former prosecutor is responsible for the crimes of concussion and improper use of privileged information.

In July of this year, the Criminal Chamber of the Supreme Court of Justice ratified the conviction against Moreno, by resolving a challenge that the former prosecutor presented against the sentence handed down in the first instance on March 7, 2018.

In his conviction, a fine of 36 million pesos and an inability to hold public office for 48 months was also imposed against him.

The sentence against Moreno was given because it was proven who requested a sum of money of 100 million pesos from the former governor of Córdoba Alejandro Lyons to deliver information on the judicial process that weighed against him.

According to the investigation, Moreno, who was the former anti-corruption chief of the Prosecutor’s Office, asked for information on the cases involving Lyons and with this the lawyer Leonardo Pinilla, who was also prosecuted for these events, told Lyons that Moreno could help him ” obstruct investigations against him. “
