These were some of the reproaches that were part of the slap on the wrist that the delegate of the Judicial Branch gave to the police officers, who, in her opinion, “disrespected the institution and made it look bad”, with the actions that they caused the death of Ordóñez. Hence, the judge determined that they are a danger to the community and an obstruction of justice.

The judge said that only one hour and 20 minutes were enough for the patrollers, with their actions, within the framework of the police procedure, allegedly, to end the life of the 45-year-old man, who was chatting with two of his friends, when he found death in the early morning of September 9.

The delegate of the Judicial Branch explained that based on the evidence presented by the 94th prosecutor for human rights, in the hearing for the indictment of charges and according to forensic studies, they allowed her to glimpse that “it is evident that there is a violent death”, in this process and it becomes aggravated, “because the victim was put in a defenseless state.”

The guarantee judge argued that the blows to the cheekbone, nose, jaw, chest, shoulder, left knee, left forearm and even the splinters of a firearm projectile, is an obvious violence against humanity of Ordóñez.

“It can be inferred that the police procedure had to be very violent for the arteries to rupture in his abdomen, which caused him a lot of pain and suffering,” said the judge, based on one of the testimonies brought up by the Prosecutor’s Office. , with which they sought to expose the actions of the uniformed men.

Regarding the crime of torture, the judge made it clear that “it is evident that there were cruel and inhuman treatments that, apparently, were not necessary, because they had already reduced Mr. Javier Humberto, since one had his head and neck oppressed, added to the taser ”.

The actions of the uniformed men, for the judge, clearly, are facts that the State officials who are there to protect the citizenship should not have. The delegate of the Judicial Branch assured that Juan Carlos Lloreda, who activated the taser against Ordóñez, already had a complaint made in February of this year, this, after he also attacked a couple who were in a park.

“Marco Emilio, is a lawyer, who said that Juan Camilo Lloreda, in his capacity as patrolman, approached them, reduced them, beat them, and he managed to tell the brother and they did the same procedure except the taser, but the blows did not they were so forceful, but they hit him and his brother, “said the judge, bringing up this case in which the irregular behavior of the patrolman accused today is evident.

The judge reproached that, although the defense attorneys exposed the resumes of the uniformed men with countless congratulations in them, it is evident that they have training on the use of endowment weapons and even more on a police procedure, however , what he left present is that “force is necessary when it is required and in a proportionate way, but not overwhelmed. They are two policemen on top of a citizen who could not move, who was immobilized and treated with the least respect for human dignity ”.

For the delegate of the Judicial Branch, these actions denote serious behavior. “It is the obligation of the State to protect the citizenry, and here State agents used all their strength for the opposite. In Colombia torture and cruel, inhuman and degrading treatment are prohibited ”.

“Citizens believe that the Police take care of them and, apparently, that procedure was totally adverse,” added the judge who did not stop reproaching the uniformed men for the reason why they generated multiple injuries, even when Ordóñez was already reduced in the floor begging for his life.
