For months, multilateral organizations and human rights organizations have been warning about the disastrous effects that the COVID-19 pandemic would have on people deprived of liberty. In Colombia, where overcrowding in prisons amounts to 51% and there is a permanent violation of fundamental rights that the Constitutional Court has called “unconstitutional state of affairs” the picture is no different.
The virus first reached the Villavicencio municipal jail and has since spread to other detention centers. In this note we show you how.

Villavicencio’s health department confirmed 19 new COVID-19 infections in the municipal jail: 2 inmates and 16 guards have the virus. Additionally, the nursing assistant and the head nurse, who are all the health personnel in the detention center, as well as the prison’s chef and chef, contracted the disease.
April 22, 2020
The Governor of Meta, Juan Guillermo Zuluaga, confirms 40 new infections in the Villavicencio prison, where 1,782 people are being held. Although initially they were infected only in one of the courtyards (Santander), this time it was confirmed that 38 inmates from the other prison block, Colombia, also have the virus. The other two cases are from Inpec guards.
Likewise, the first case was confirmed in the Guaduas prison (Cundinamarca), located on the road that leads from this municipality to Honda (Tolima), at kilometer 30. This is an inmate who was transferred in recent weeks from Villavicencio .

The first case of contagion is reported in the Las Heliconias prison in Florencia in Caquetá. This is a 35-year-old man who was transferred from the Villavicencio prison.

The first two cases of contagion in the La Picota prison in Bogotá are confirmed. These are two people who were transferred from the Villavicencio prison in previous days.
April 17th
Inpec confirmed the death of the Villavicencio prison inmate who was hospitalized for a total of three deaths. It also reported 20 active cases of contagion: 13 prisoners and 7 guards.

Inpec confirmed the first death of an inmate under his surveillance. This is a 78-year-old man who was in Villavicencio prison with a history of respiratory disease. In addition, the contagion of an inmate who had been hospitalized since the beginning of April was confirmed.
April 10th
Colombia reports the first inmate to die from the new coronavirus. This is a 63-year-old man with a history of respiratory disease who was detained in the Villavicencio prison. Although he regained his freedom on April 1, he went directly to the local hospital and died there on April 5.
