The purpose of this bill is that the nation be associated with the celebration of the 400 years of the founding of Bucaramanga, which took place on December 22, 1622, and that a public tribute be paid to the capital of Santander.
This law will make it possible to prioritize projects for the city during the next 10 years, resolve historical slopes, continue closing inequality gaps and providing solutions to the people of Bumangue through social infrastructure works that generate development and growth for the city.
Likewise, the regulation takes on special relevance in the framework of the post-pandemic economic reactivation, taking into account that public investment will be one of the main engines of the economy and generators of employment, in addition to making the city more attractive for the investment and entrepreneurship.
To implement it, the Mayor’s Office of Bucaramanga, hand in hand with the Government of Santander, will present an investment plan in the next six months.
This plan must contain the designs of the projects and the investment of each one in order to manage resources from the Nation and from different sources of financing.
The bill empowers the National Government to honor the city of Bucaramanga on December 22, 2022, according to the programming that is considered on events related to the fourth centenary of the founding of the city.
Likewise, the Bucaramanga 400 Years Fund is created, which will be attached to the Ministry of Culture in order to collect in said account the resources donated, contributed and assigned for the ephemeris.
The bill was filed on August 14, 2019. The author was Nubia López Morales, (PLC) Santander and the speakers were Representative Carlos Adolfo Ardila Espinosa and Senator Jaime Enrique Durán Barrera, second Senate Vice President.
