The Plenary of the House of Representatives approved in second debate the Bill that declares the Internet as an Essential and Universal Public Service.

The initiative, authored by the House Representatives Rodrigo Arturo Rojas Lara and Carlos Julio Bonilla Soto, seeks that with its declaration, the development and connectivity of the poorest and most needy provinces and regions be promoted in order to close the digital divide.

For the author and speaker of the Project, Representative Rodrigo Arturo Rojas Lara, this is a great effort by the Congress of the Republic that adds to the efforts already made by the national government to close the digital divide.

He pointed out that the pandemic served to realize the real importance of the Internet in the development of many of our daily activities, work, education, health, so it has become a determining factor in the effective enjoyment of fundamental rights such as education, health and the same right of access to information, decreed as a universal right.

For his part, Representative Carlos Julio Bonilla Soto, author of the Project, stated that it is essential for the present and future of the country because it becomes a cross-cutting issue for sectors such as education, health, the competitiveness of our peasantry for that people feel that they have the same connectivity opportunities that other regions of the country have. “It is a bill that demonstrates the work and commitment of the Congress of the Republic with the country”, he claimed.

For Representative Martha Patricia Villalba Hodwalker, rapporteur for the Bill, after everything that has happened to us with the pandemic, it is important that it has been approved by the House Plenary because it allows the enjoyment of all fundamental rights, in addition to those already mentioned, information, knowledge, science and culture, among many other essential activities.

Villalba Hodwalker said that it is important to centralize all political and economic efforts to guarantee the quality and universal connection for the entire Colombian population living in the most remote areas of the country.
