Jorge Rodrigo Tovar Vélez, son of Rodrigo Tovar Pupo, alias ‘Jorge 40’, is linked as an advisor to the Ministry of the Interior. With the possible return of his father to the country to face justice, there are several sectors that wonder if the contractor should leave his position.
The High Commissioner for Peace, Miguel Ceballos, affirmed that “Jorge 40” would be deported to Colombia at the end of September.
“The immigration authorities of the United States have been asked to deport Rodrigo Tovar Pupo, alias Jorge 40, who, according to information from our consular authorities, is already in an immigration prison in the state of Pennsylvania,” he said. Ceballos.

If the former paramilitary returns to the country to face justice, there are several sectors that consider that his son would have an impediment to continue in his position.
Tovar Vélez is a lawyer, with an emphasis on Human Rights from the Universidad del Rosario, specialist in Criminal Law from the Externado University of Colombia and Master in Public Management from the Menéndez Pelayo University in Madrid (Spain).
He began his working life in the Mayor of Valledupar; Later, he worked at the Cesar Governor’s Peace Advisory Office and at the International Organization for Migration, where he was directly involved in issues related to the victims of the armed conflict.
On the subject, in May of this year, Tovar Vélez was clear in insisting that in Colombia there are no crimes of blood.
“My father left home when I was seven years old and I have no responsibility, much less interference in what he has done or not done, so what I do want to leave is peace of mind for all the victims of the armed conflict in which I will do everything possible, everything in my power, so that Rodrigo Tovar Pupo has the opportunity to tell the country his truth and face the victims of the armed conflict, “said the lawyer.
However, there are those who consider that there is a conflict of interest.
“Good that Jorge 40 returns to the country so that the victims can respond. My rejection of the appointment of the son in the Ministry of the Interior was not because he was the son of Jorge 40 but to their opinions expressed in some trills in which they violated the victims, ”said Adolfo Rivas, founder of the Smart Citizenship Movement and president of the Colombia 2030 Foundation.

For Rivas, “there would be a conflict of interest when that man returned to the country (Jorge 40), since the son is not a guarantee for the victims, that does not mean that he is a bad person, but rather that he does not guarantee that the victims come to receive support ”.
In the same sense, the congressman from Alianza Verde Inti Asprilla spoke, who said that “there is no crime of blood in Colombia, a son has every right to take a path diametrically to that of his father, sHowever, in the debate on the possible return to the country of Jorge 40, father of Jorge Tovar, director of the internal coordination group for the policy of victims, it is necessary to be very meticulous ”.
“We must be very attentive to the conflict of interest that Jorge Tovar has, because according to the Victims Law it is clear that in any process of reparation or restitution of land there is a security risk and the Ministry of the Interior has the obligation to give it support for the victims in that security process, the question is how Jorge Tovar is going to fulfill this function of guaranteeing the safety of the victims of criminal acts committed by the Northern Bloc committed by Jorge 40, “said Asprilla.
Currently ‘Jorge 40’ is in the United States in a prison in transit, after finishing paying a sentence of 16 years in prison for the crime of drug trafficking.
