To the medical record of Rodrigo Tovar Pupo, alias ‘Jorge 40’ – the recently arrived former paramilitary chief, who paid 15 years in the United States – could be added a new crime, which shook Santa Marta in 2000.
The Prosecutor’s Office has just linked him to the investigation into the murder of the student of the University of Magdalena, Hugo Elías Maduro Rodríguez. The measure, first known by EL TIEMPO, also links Hernán Giraldo Serna, who is about to regain his freedom.

Indeed, Giraldo, a designated sexual predator who sowed terror in the Sierra Nevada, will be released on January 4.
According to the file, the student Hugo Maduro was the victim of an attack at his residence, which would have been ordered as a result of the allegations of corruption within the educational institution.

The crime was carried out by Gelmet Sait Hincapié de la Cruz and Luis Carlos López Castro, who apparently belonged to the “Urbanos de Santa Marta” group of the self-defense groups, commanded by Hernán Giraldo Serna and Giovanni Navarro Ordóñez.

Although the student’s crime occurred 20 years ago, it was only this week that the decision to link the two former paramilitary chiefs was known, thanks to the evidence and testimonies collected over these two decades.
In the case of Hernán Giraldo Serna, known by the aliases of the ‘boss’ and ‘the Drill’, who at the time of the events was the leader of the so-called Tayrona Resistance, he was linked as co-perpetrator of the crime of aggravated homicide, not only in regard to the student Hugo Elías Maduro, but by two other officials from the University of Magdalena.

The Prosecutor’s Office indicated that, through its Office of International Affairs, by means of a letter rogatory to the North American prison authorities, the connection of the former paramilitary chief will be ordered through video conference, between a Washington prison and the headquarters of the organization in Bogota.

Jorge 40, like Hernán Giraldo, are linked not only to the crime of Maduro Rodríguez, but also to those of Julio Alberto Otero Muñoz, vice-rector of the University of Magdalena and Roque Alfonso Morelli Zárate, which occurred in 2001 and 2002, respectively.

The Caicedo case
Due to the death of the student Hugo Elías Maduro, the Prosecutor’s Office linked the current governor of Magdalena, Carlos Caicedo Omar, since February last year.

According to the Prosecutor’s Office, Maduro’s crime was carried out by the United Self-Defense Forces of Colombia, due to the constant complaints of corruption made by the student of the Magdalena University, of which Caicedo was rector at that time.

The Prosecutor’s Office has collected testimonies about the alleged delivery of contracts by Caicedo to paramilitary groups when he served as rector of the University of Magdalena during the period 1996-2006, which he has denied.
