House parties, birthday celebrations, people playing soccer and others drinking liquor in public areas were part of the activities of some people from Cali during this weekend despite the enactment of a dry law and the continuation of social isolation measures in order to mitigate the spread of Covid-19.

In fact, the authorities, from last Thursday to yesterday, deactivated 40 parties and imposed 32 appearances for not complying with the measures, including “several citizens were taken to police stations because, in addition to not accepting the appeals, they were rude to the authorities”, said Carlos Rojas, secretary of Security and Justice.
Likewise, the official affirmed that eastern Cali was the sector with the most contempt for the dry law, and clarified that all the events located over the weekend were not due to the consumption of liquor. “When we approached the operational group, we found people on the streets, in the blocks, playing soccer, there were crowds of more than 10 people without biosecurity elements.”
The sectors where these types of activities are being carried out the most are in the Oriente and the hillside, in communes 12, 13, 16, 17, 20 and 21.
“Many people do not seem to clearly perceive the risk of Covid-19, they are very calm thinking that the issue is not with them, sometimes they respond in a very folkloric way, they are not understanding the importance of this,” said Secretary Rojas.
This is why the official considers it necessary to apply a curfew in the sectors where there is the greatest contempt for health and safety measures.
“Our proposal is to locate 8 sectors to advance the curfew during the weekend, it is not a decision, it is an analysis product of the follow-up and monitoring that we have been doing with the authorities on a routine basis,” said the head of the portfolio.
Likewise, he emphasized: “If the Mayor and the crisis committee end up approving the idea, we will proceed to look at what those 8 sectors are to apply the pilot. If the decision is that we still do not apply this measure because a more critical period is coming later due to the Covid-19 pandemic, we will wait a bit. Between this Tuesday and Wednesday the decision could be being made, “said Rojas.
Similarly, he clarified that it is not an option to apply the curfew for the entire city, “normally in Cali there are 350 rumbas, parties or collective activities that take place every weekend and we have 40 focused on three or four sectors, so there is no sense in decreeing a curfew for the entire city, because they are sectors that we have already identified, in fact I have 17, but we want to analyze the issue carefully with the Mayor, the Municipal Public Health, Risk Management and Safety Secretariat. ”
In this sense, Miyerlandi Torres, secretary of Municipal Health, commented that “the curfew is a strategy to maintain social isolation, however due to our social conditions and for so long in quarantine, we would have to evaluate it very well to be able to say that It was successful, because it is very difficult for people to comply with these strategies, and it is not about making it so imposed but rather more of community responsibility ”.
Meanwhile, Councilor Juan Martín Bravo, considers necessary the proposal to decree a curfew in areas where more positive cases are registered by Covid-19 and where the irresponsibility of some citizens is concentrated, starting this weekend in which celebrate mothers day.
“This past weekend we had courses with high consumption of liquor (…) I invite the mayor Jorge Iván Ospina to decree a curfew in neighborhoods where cases have increased, a date of great importance is approaching, the day of the mothers, bearing in mind that we must safeguard the lives of those from Cali, also this date has historically been one of the most violent in the city, ”said councilor Bravo.
Likewise, he asked Caleños to collaborate with the measures, “since parties or meetings without any type of preventive measure against the spread of Covid put an entire community at risk.”
On the other hand, the idea of militarizing the city is not an option that Mayor Jorge Iván Ospina is studying to control the indiscipline registered in various sectors of Cali in recent days.
Neither the extreme of a total, permanent and militarized social isolation, nor the extreme of a total and absolute relaxation. We have to build the middle ground because we will have to mobilize the productive apparatus through biosecurity and collective responsibility against the coronavirus, ”said the president.
Sectors that are complying with the measures
According to the Secretary of Security and Justice, the communes where positive behavior has been observed and are complying with the measures are: communes 3, 8, 11, 19 and 22, “in the routes it has been observed that they are complying with isolation, the management has not been so complex, ”said Carlos Rojas.

According to the Municipal Health Secretary, Miyerlandi Torres, currently “there is a large focus of cases in Marroquín and Aguablanca, also in some neighborhoods of comuna 5 and 18”.
He also specified that some areas in the south of the city, which were initially on the list of the neighborhoods most affected by Covid-19, have decreased the number of new cases.
“In the communes 17, 19 and 22 where the outbreak began we have noticed in the last two weeks that the number of infections has decreased considerably, for example in El Caney, Valle de Lili, which were the ones with the most cases. If they could, it is possible in other areas of the city, ”stressed Torres.
In the same way, he added, that these results are due to the screening and awareness days that have been developed in different neighborhoods, “the micro-territory strategy has worked and also the community responsibility, people have followed the measures,” added the official. .
Meanwhile, he stated that it is not yet known why the shooting of contagion cases in the city reported between Thursday and Friday, during those two days 94 new cases were registered, and he also noted that the two cases reported on Sunday “we think it was a mistake because we already had 39 positives,” he clarified.
