On December 12, the Administrative Court of Cundinamarca ordered the National Tax and Customs Directorate (Dian) to compensate the Bogotá Water Company for the seizure of 22 trucks for waste collection in 2014, during the administration of Gustavo Petro. After knowing the ruling, the ex-president of the capital and leader of the opposition, spoke, but he was not the only one, so did the senator Gustavo Bolívar, who denounced a ‘cow’ to remove the mayor of Bogotá at the time.

The congressman denounced that while he was in charge of the city, Gustavo Petro was the victim of a plot to discredit him, which was triggered in his removal from the Mayor’s Office on December 9, 2013. In the conspiracy, according to Bolívar, contractors involved in the hiring carousel, of the Samuel Moreno administration, and the Attorney General’s Office participated, although the press had its function: to echo this discredit. This was denounced on Twitter and ratified it to Semana magazine.

In the senator’s publication, it reads: “The plot against Petro not only included the illegal seizure of 20 trucks from the DIAN and the press chorus to discredit him. A source told me for Nido De Rats – his book – that 10 corrupt contractors of the Moreno administration made a void to pay for their dismissal from the Attorney General’s Office ”.

The idea of the ‘cow’, according to what Bolívar told Semana, arose in retaliation against Petro, due to the denunciations of the hiring carousel in Bogotá and the dismissal of some of the fraudulent contracts in 2013, when already he was mayor of the capital.

“At that time, several contractors put a very high sum in billions of pesos to pay the Attorney General’s Office to remove Petro”, he told the news outlet.

The data on who and how participated in the dismissal, because in addition to the money contributions there was also support from the Bogotá Council, according to Bolívar, they were provided by one of the contributors of said ‘cow’. However, he will only announce them in the publication of his book, for which there is still no specific date.

“Each contractor had three or four councilors who were his property because the contractor is the one who put the money,” assured.

According to the senator’s complaint, the garbage crisis between December 28 and 20, 2012, after the restructuring of the cleaning scheme through the Zero Waste program, which left garbage collection in charge of a public company, it was nothing more than the opportunity awaited by those who wanted to remove him, to achieve it. “A papayazo!”, Used by the attorney Alejandro Ordóñez, to emerge as a future candidate for the presidency, according to Bolívar.

The plot against Petro, the senator noted, became even more apparent during the next district administration, that of Enrique Peñalosa, who also had to deal with a garbage crisis in February 2018: “There were more serious garbage events and lasted for months, while Petro was something of three days, but they go out of hand with Petro dismissing him without evidence”, Bolívar assured.
