The last four periods of government in Medellín (2004-2019) had managers during the four years of the current president: Juan Felipe Gaviria Gutiérrez (2004-2007), Federico Restrepo Posada (2008-2012), Juan Esteban Calle Restrepo (2012- 2016) and Jorge Londoño De la Cuesta (2016-2019).

The most recent antecedent of instability in EPM occurred during the mayoralty of Luis Pérez Gutiérrez (2001-2003) when the company had three managers. In replacement of Correa Calderón, the lawyer and business administrator, Edith Cecilia Urrego Herrera, who at that time served as Secretary of the Treasury, was appointed. The purchase of a millionaire tableware on July 16, 2003 generated a scandal that led her to resign on November 14 of that year. “With the moral tranquility of having had the opportunity to publicly acknowledge my mistake of criteria, but not of principles, I allow myself to present my resignation,” he said in his letter. For the remaining 45 days of Pérez’s term, and to lead the connection with the Sergio Fajardo administration, Óscar Velásquez Johnson was appointed, who held the position of investment management manager.
