The commander of the Military Forces, General Luis Fernando Navarro, indicated that there was intelligence information that there were two minors in the camp where he was alias Uriel del Eln.
However, he pointed out that after entering the site, only the body of Eln chief Andrés Felipe Vanegas was found, considered a high-value target.
He added that the information was that the two minors who were in the place were not part of the illegal organization and therefore an operation was adopted in which the damages were minimized to affect only the high value target. One of the minors would be a relative of ‘Uriel’.
“No more bodies were found, no more injured people, other than the high-value target,” the senior official said.
He added that the ELN guerrillas who were in the camp had taken the minors. “Their obligation is to return them, they are responsible for the integrity of those minors,” said General Navarro.
In turn, Defense Minister Carlos Holmes Trujillo He pointed out that the operations of the authorities comply with International Humanitarian Law and with international protocols.
“The public force does not kill children, the public force protects citizens,” added the official after indicating that the authorities can develop actions in places where there are minors and that those responsible for putting them at risk are illegal groups .
“The State, under the rules of IHL, must and can act (…) Can military operations be carried out when there are minors? If it can be done, duly complying with all the principles of conducting hostilities”, said the Minister and insisted that whoever violates IHL is the one who puts him at risk by taking him to such illegal camps.
The director of the police, General Óscar Atehortua, said that the information obtained “from students and members of radical groups especially from Bogotá, Medellín and Pereira related to the ideology of the ELN was key in the operation.”
He added that there was information that young people were arriving at their camps as part of a plan to try to form urban cells in the cities.

General Atehortua said that since 2018 ‘Uriel’ became a high-value target and that they had identified five points in which he regularly established himself between Novita, Condoto and Itsmina in Chocó.
Likewise, he traditionally carried two rifles and a white pistol that was given to him by ‘Pablo Beltrán’, a member of the Eln Central Command (Coce).
