Lieutenant Colonel Óscar Eduardo González Cortés filed a complaint with the Prosecutor’s Office against retired General Jaime Hernando Rivera Jaimes, for the crime of theft aggravated by trust.
The complaint, dated September 25 of this year, is supported by Colonel González in that, at the end of March of this year, Rivera Jaimes, who at the time held the rank of Brigadier General and the position of Commander of the Aviation and Air Assault Division of the National Army, “Being his direct boss”, asked him to lend him a vehicle of his property.

In the complaint document, to which EL TIEMPO had access, the car is described, a Mazda 3, 2018 model with EFQ 651 plates, registered in Cali, with a commercial value of 52 million pesos.
Colonel González, who is currently assigned to the Aviation Division in Bogotá, in the complaint describes where you bought the vehicle and the amount you paid out of your own resources.

“Despite multiple attempts to try to contact him to return the car, it was not possible,” says the colonel in the complaint filed before the prosecuting body. The officer indicates that he contacted Sergeant López who informed him that “The vehicle had been paid in part for a batch of potatoes in Ventaquemada.”
EL TIEMPO spoke on Monday morning with the retired general Rivera, who assured that he is adopting, together with his lawyers, the guidelines with which they will prove their innocence, considering that the complaint “it is an attack on the dignity of a person. Point by point I will distort everything“, he assured.
He indicated that during the week he will file legal appeals against Colonel González, and that after this process he will rule. He reiterated that the accusations against him are “a lie.”
Likewise, this newspaper learned of a 43-page letter – dated October 30 – in which Colonel González exposes the current commander of the Aviation and Air Assault Division, General Luis Emilio Cardozo Santamaría, a complaint “for alleged irregularities and abuse in the act ”of retired general Rivera Jaimes.
It indicates that as soon as General Rivera assumed command of the Division, in January of this year, he introduced him to Vice First Sergeant López Páez, of whom he said “that more than his friend was his brother,” and that any request made by the NCO , it was as if he did it, the letter reads.
Colonel González assures that the first request made by López was of a personal nature and was to get the general a new cell phone. He describes the characteristics of the equipment and points out in the letter that “in response I told him that the Division’s administration had no budget for this type of purchase, after which he asked me to buy it with my money and my General would then return the value of the same”.

The colonel attaches the purchase invoice for $ 4,399,900. And he claims that he gave the equipment to the general personally who He told him “not to worry about the expenses, that we make a single account and he would later cancel me the supplied ”.
González Cortés says that the general asked him to pay $ 5,000,000 to his legal advisor – as payment for the month of January – “to which I informed him that there was no budget availability or a contractual relationship that would give rise to the payment of this request, ”the officer describes in the letter.
He points out that in response to this fact, General Rivera “asked him for the favor of lending him the money to pay him (…). At the time of delivering the money in the presence of the General, I asked the lawyer to sign a cash receipt, to which my General asked me not to make him sign any document, that this money was a loan that I I was doing it to him, just like with the cell phone issue, ”the letter reads.
The colonel affirms that for February he lent the general the same amount of money to cover the advice of the lawyer that month. He relates that his family has a car buying and selling business, and that he himself had told the general that he had sold – in December 2019 – an apartment that he had acquired with the “resources of the subsidy from the Military Housing Promotion Fund. and a bank loan “, and that he had a total value of $ 225,000,000 in his” bank account and in cash. “
At the same time, according to González, General Rivera Jaimes, asks him for $ 100 million as a loan at monthly interest, money that the general needed “to assume some economic commitments, among them he told me that the main and most urgent was the payment of a soccer field that would begin to be built in my General’s house,” he says in the letter.
“I considered it as an opportunity to generate some income by lending it to whoever was my boss at the time and who represented a position of respect and authority in the organization as Commander of the Air Assault Aviation Division,” explains the colonel, stating why, according to he lent her the high figure.
Among other situations, Colonel González states that the legal advisor found out about the family’s business, and negotiated a car for 35 million pesos. General Rivera was informed, who said that this was a very old car and he chose a truck for 60 million pesos.
“General Rivera informs me not to charge the truck to the doctor (…), since he would assume the entirety of said obligation, adding the agreed value to the pending, a debt that to date was already $ 86,399,900, at which is added the $ 60,000,000 of the truck (…) to remain that day with a debt of my general to me of $ 146,399,900. “, the colonel assures in the letter.

The officer describes other loan circumstances, and as the debt grows he exposes the need for some type of guarantee, to which González affirms the general replied: “Do you believe, González, that a General of the Republic will to cheat? The fact is that, added to the Mazda 3 car that he lent him and the money given, the parties agreed to a total payment of 250 million pesos, says González, money that covered the borrowed silver, 227 million, interest and a small recognition.

Faced with the complaint published by this newspaper, at noon this Monday, the military institution issued a statement that we published verbatim.
“Given the facts that were reported by Lieutenant Colonel Óscar Eduardo González Cortés to the Command of the Air Assault Aviation Division, for which he filed a complaint with the Attorney General’s Office against retired Brigadier General Jaime Hernando Rivera Jaimes, the Command of the Air Assault Aviation Division of the National Army is allowed to inform the public that:
1. The complaint is for the alleged commission of the crime of theft aggravated by trust, in relation to the delivery of personal money acquired by the Lieutenant Colonel from personal and family income.
2.
