The Sixth Committee of the House of Representatives approved this Monday the bill that seeks to generate incentives for citizen drivers to renew the Mandatory Traffic Accident Insurance (SOAT), which contemplates reductions in the rate.
The initiative consists of only four articles, including the validity, to establish a percentage decrease of the SOAT “when the policy has not been affected in the previous annuity and the analysis of the factors of frequency and severity of the accident rate of the insured vehicle fleet as well. allow ”.
The entity in charge of establishing the reduction, in accordance with the accident rate conditions in the country, will be the Financial Superintendency, which, among its functions, verifies that the resources of the SOAT are sufficient “to guarantee the timely and adequate care of the injured in traffic accidents ”.
The benefits will go especially to the owners of vehicles that register “good road performance”, with a discount that would go up to 35% of the SOAT price. For example, “in case of not reporting traffic accidents within the immediately preceding year, they will have a discount of fifteen percent (15%).”
If no accidents are reported during the previous two years, that is, the SOAT was not used, the discount will be 20%. In the third year, the discount will be 25%; in the fourth, 30%; and in the fifth year, 35%. The project clarifies that these discounts will not be cumulative.
“This is undoubtedly a bet to promote optimal road behavior, reduce accident rates and generate an economic incentive to those who for years have demonstrated good traffic behavior,” said the liberal representative Alejandro Vega, one of the authors of the initiative .
One of the articles also enables the use of technologies, such as drones, to draw up sketches during simple crashes. “In order to speed up the procedures on the road in the event of a simple crash, for the survey, analysis and data collection of the probable causes of the collision and possible culprit, technical and technological tools such as drones, virtual platforms or equipment must be used. mobiles that allow the attention of the accident in a timely, safe manner and with reliable information ”, says the approved paragraph.
