This catharsis of the high commanders of the Police took place in the middle of a private session of the second commission of the Senate, where the high officials began by explaining why their men were armed in the middle of the protests.
“They were not on duty to accompany a peaceful demonstration, they were in their service within the quadrant, that is why the police were armed, they had pistols, a pistol that the State gave them. They were abruptly surprised by a form of violence and a systematic alignment ”, assured General Gustavo Moreno, director (e) of the National Police.
In addition, they revealed that, for a few minutes, they came to think of a new Bogotazo.
“All the contexts were broken here, as never in the history of the National Police. Some referred to these events, the closest, to the taking of the Palace; Those of us who studied a little more and had the opportunity to learn more about the history of violence in Colombia had even the perception that it could be a new bogotazo ”, added General Moreno.
Likewise, the leaders of the institution left a record in which they indicated that the actions of the Police were always under the supervision of the unified command post where the mayor Claudia López and members of her cabinet were.
“The Police authority was always with the Police authority within the framework of what the law says. I reiterate: we were talking and then whoever has to make the decisions we were there for that and how good that the mayor was with us, that the Secretary of Government was with us and they were watching everything from C4 “, said General Jorge Luis Vargas, director of security and coexistence of the Police.
For his part, General Pablo Antonio Criollo, Secretary General of the Police, said that the protocols were complied with despite the magnitude of the events.
According to him, they attempted dialogue with the protesters, the intervention of available force and deterrence with non-lethal weapons by Esmad, but he put on the table of Congress the reasons why some agents would have used force.
“We must ask ourselves honorable senators: is it that when they tried to burn these police women and men and – as Senator Macías said – when we see that they are attacking a police woman and they have her on the ground totally defenseless, is it that there is no principle of necessity that is enshrined in these protocols? “, asked General Criollo.
Apart from their explanations, they gave results of the investigation on the performance of their men. They reported that they have identified 56 police officers who shot and that they have already delivered 27 weapons to the Prosecutor’s Office so that the pertinent tests are done and thus establish the responsibility of the agents in the deaths that occurred that day.
