President Iván Duque will deliver this Thursday, 18 fully completed kilometers of the Ruta del Sol III, between Valledupar and Bosconia, after last February the president of the Colombians made official the reactivation of the works that were paralyzed for more than two years.
The works on this road artery were suspended since July 2017, due to non-compliance due to lack of flow of resources from the Yuma Concessionaire, in charge of the project that includes the construction of 465 kilometers of dual carriageway in the San Roque-Y corridor. de Ciénaga and Carmen de Bolívar-Plato-Bosconia-Valledupar.
Hand in hand with the Office of the Comptroller General of the Republic, which undertook to monitor the works by satellite, after the signing of an agreement between the National Government and the Concessionaire, the works that are already producing results in this new phase were restarted.
As of February 2020, the deadline for project completion is 56 months. “The interest of the Comptroller’s Office is that the works are done, that the money really reaches those who need it most, and that is why we are in this reactivation of the Ruta del Sol III, we are jubilant because there is nothing more important for us than those 3,500 jobs are reactivated for this area of Cesar and Magdalena that has so many needs, ”said the comptroller Carlos Felipe Córdoba Larrarte.
At this Thursday’s event, the Head of State will be accompanied by the Minister of Transportation Angela María Orozco.
President Iván Duque indicated that “this is an emblematic, strategic and necessary work for the competitiveness of Colombia and to reactivate the economy of that region of the country.
“The country deserves that these works are reactivated, because we are talking about 465 kilometers of dual carriageway, we are talking about more than 410 kilometers of maintenance.”
At the time of the suspension of the project, it had a total progress of its works of 32%: 163 km built of non-continuous second carriageway and 143 improved kilometers in simple carriageway.
Duque affirmed that one of the pillars of his Government, in terms of infrastructure, is that the works be completed. In this sense, he assured that “we have proposed to carry out many projects, projects that are going to end, because in this Government the purpose is to conclude, conclude and conclude the infrastructure works, since an unfinished work undermines the confidence of the community.”
The Ruta del Sol project sector 3
Ruta del Sol sector 3 is part of the Third Generation of Road Concessions in the country. It is a project signed between Yuma Concesionaria SA in Reorganization and the National Infrastructure Agency (ANI), under the Concession Contract 007 of 2010, and is executed in the departments of Cesar, Magdalena and Bolívar.
The purpose of this contract is for the concessionaire, at its own risk and expense, to prepare, design, finance, obtain environmental licenses and other permits, acquire the properties, rehabilitate, build, improve, operate and maintain sector 3 of the project, comprised between San Roque-Ye de Ciénaga and Valledupar-Carmen de Bolívar.
On June 1, 2011, the National Concessions Institute (Inco), today ANI, and Concesionario Yuma SA signed the certificate of delivery and receipt of the road, and then on August 17, 2012 they signed the Certificate of Commencement of the Construction Phase of the Contract.
Subsequently, in 2015 the shareholders of the Concessionaire, Conalvías and Infracon went into liquidation, which had a negative impact on the execution of works and a delay in the payment of their debts with suppliers.
Then, in 2016 and after the Odebrecht corruption scandal was revealed in the Ruta del Sol II Project, the local financial sector refused to grant loans to the concession for the execution of the works.
Due to the above, the concession company stagnated in the execution of its works and also did not have the necessary resources for the development of the project. For the reactivation of the works, one of the important points is the payment to the creditors, who were optimistic about the resurgence of this project.
