They have been in the news in the last week millionaire contracts that the Government has signed with money from the Peace Fund. The first one known was that of Du Brand, for 3,350 million pesos to manage the digital positioning of the president and his policies; then a contract for 480 million with the National Consulting Center to conduct surveys and studies on government performance.
There is another contract for 5,800 million pesos, signed on April 17, 2020 and paid with resources from the Peace Fund. The object is “Contract the provision of the service for the development and implementation of the comprehensive communications strategy to disclose through Massive media, for the construction of a peace with legality in the framework of the objectives of the National Development Plan“
That is, the hiring of the media center to produce the advertising pieces of the Presidency of the Republic and hire the guideline in the mass media.
Fondo Paz, Fund of Special Programs for Peace, was born in 1997 with Law 368. It is different from the Colombia in Peace Fund, created in 2017 with the Havana Accords.
The objective of Fondo Paz, created in the government of Ernesto Samper, is the “Financing of peace programs aimed at promoting the reintegration into civilian life of armed groups, who demonstrate their willingness to join civil life through their demobilization and the laying down of arms“
This is a fund managed by the Administrative Department of the Presidency at its discretion.. Just by putting the word peace in the object of the contract, or remembering that one of the pillars of the Development Plan of the National Government is Peace with Legality, justify that the resources leave the Peace Fund.
The firm DDB Worldwide Colombia SAS was awarded the contract for 5,800 millions that are divided like this: 5,285 million in the production of communication pieces and the media agency service, that is, the pattern in the mass media; and 514 million pesos in fixed company services, the fees of DDB. The contract runs from April 17 to December 31, 2020 or until resources are exhausted.
In dialogue with Caracol Radio, the high adviser for Communications, Hassan Nassar, recognized that the High Council works with resources from the Peace Fund: “Up to now, the resources that have been delivered to us have come from Fondo Paz. The resources that have come out for 2020 were operating resources that came through the transfer of the MinHacienda to the Presidential Office of Dapre ”.
He insisted that the contracts that are known so far are not the only ones that came out of Fondo Paz: “Since I have been here, absolutely all (the contracts) have left Fondo Paz, because they all have the same origin: operating resources, MinHacienda transfers that reached the Presidency of the Republic, to the Dapre, then the Dapre tells one: “These are the resources for this year, because there are some agency, polling, digital expenses. Those resources are the ones that can be used, and if you are going to use them, you have to do it under the Peace Fund. ”
The responsibility for allocating resources for Palacio’s communications, according to Nassar, lies with the Ministry of Finance and the Administrative Department of the Presidencyto. The High Councilor for Communications only executes and supervises the contracts. Juan Carlos Vargas Morales, director of Fondo Paz and who is the person who signs the contracts, would also have to explain.
