Technical deficiencies and repeated failures in the communication of test results, among other problems, led to 18,548 covid-19 tests in the country not being processed, which would lead to a possible loss of health system resources of more than $ 4,000 million.
This was warned by the Attorney General’s Office and the Comptroller’s Office, which in a joint action determined that the samples taken from about 19 thousand people could not be analyzed by 107 public and private laboratories that operate throughout the country.

The entities explained that 2,340 samples were rejected for insufficient quantity, 1,556 were spilled, 2,476 were without patient identification, with inconsistencies in the labeling or without sample delivery forms; 1,169 did not comply with the cold and temperature chain, 927 presented failures in the completion of the epidemiological file and its referral, 69 entered with more than 72 hours of taking the samples, and 10,011 presented other causes such as failures in the packaging, inadequate transport, contaminated samples, damaged, or the samples did not arrive.
Although since the beginning of the pandemic the Attorney General’s Office and the Comptroller’s Office have been warning the weaknesses in the process of taking, packing, labeling, transporting and sending the samples, the entities highlighted that Major failures still persist, which implies serious risks to the effectiveness of the response capacity, as nearly 19,000 citizens did not know the results of their tests, being able to transmit the virus by not taking the necessary measures to break the chain of infections.

For the Prosecutor’s Office and the Comptroller’s Office, these types of failures become factors that aggravate the problem of the pandemic and violate the right to health and the principles of opportunity, integrity, continuity and affect the effectiveness in the use of public resources.
Therefore, they exhorted departmental and district entities and the National Superintendency of Health to exercise vigilance over the IPS against compliance with the guidelines established by the Ministry of Health and the National Institute of Health for the management of covid-19.
In addition, the Comptroller will proceed to forward the results obtained to the Fiscal Surveillance Directorate of the Delegate for the Health Sector to advance the fiscal control actions to which they give rise.
