Parks, play areas and social headquarters in residential units have been enabled for their residents since September 1, when the selective isolation began in Colombia. However, there are a number of conditions for those who wish to use them, determined by local authorities.

In Cali these spaces are open and according to Decree 1168 of 2020, it is the responsibility of the administration, the coexistence committee and residents, to establish schedules and measures that guarantee physical distancing.

From the Departmental Health Secretariat they explained what are the sanitary determinations to protect people and facilitate biosecure recreational spaces in residential complexes.

María Cristina Lesmes, in charge of the office, said that children should be under the supervision of an adult who is in charge of disinfection for the use of children’s games, constantly, and ensures that the minor keeps distance from other people.

For adults, the proper use of face masks and physical distancing are still mandatory.

Regarding the use of swimming pools and wet areas, there are differences between what the authorities say: while the regional agency maintains that these spaces can already be accessed, the Municipality accepts Resolution 890 of 2020, which restricts the use of non-essential areas.

In this regard, Lesmes stated that in “the residential units an agreement must be reached to open the swimming pools, playgrounds and social areas, provided that not all residents are there on time.” He emphasized that “there must be an order to regulate the use of swimming pools.”

But the Undersecretary of Inspection, Surveillance and Control, Jimmy Dranguet, assured that the use of non-essential common areas, “such as swimming pools, Turkish baths and saunas, will not be allowed, until a new regulation is issued.”

“Resolution 890 of 2020 is still in force, which is the one that prohibits the use of swimming pools and by extending the health emergency, without a new regulation in this regard, it must be interpreted that the restriction is still in force as well,” he explained.

It indicates that a clarification was requested from the National Government, but there is still no response from the Ministries of Health and the Interior.
