Claudia López meets with the Government on the afternoon of September 28 – Government – Politics

On Monday afternoon, a meeting is scheduled between the National Government and the mayor of Bogotá, Claudia López. This will be attended by the Minister of the Interior, Alicia Arango.

This Monday, Mayor Claudia López sent President Iván Duque a proposal regarding social protest, the regulation of the use of force in them and the prevention and punishment of abuse of force.

This proposal is made by the president by the order issued by the Administrative Court of Cundinamarca, which decrees as a provisional emergency measure the creation of a work table to define solutions to violent actions between the Public Force and the civilian population.

In the letter, the mayor mentions some preventive actions such as:

– Respect and impartiality of citizens and organizations that exercise the constitutional right to freedom of expression, mobilization and social protest.

– Previous meetings with the organizers of the mobilizations, protests and organizations that defend human rights to agree on guarantees of peaceful mobilization.

– Within the framework of the District Security Council, of which the Personería is part and on occasions invited as the Attorney General’s Office and the Ombudsman, inter-institutional work for the planning of the day.

In addition, it proposes some concomitants such as:

Installation of the Emergency Operations Center, with the presence of DD defense organizations. H H. and the Public Ministry in C4.

– Installation of the PMU in the Metropolitan Police, with the presence of District officials.

– Application of the protocol for the intervention of district and police authorities, where dialogue is privileged in the first instance, through coexistence managers.

– Only in the event of the use of violent means by protesters is this stage of dialogue exhausted and authorized, by instruction of the mayor, the intervention in the first place of the Available Force of the Police, and as last resort, the Esmad.

– In any case, by instruction of the Mayor’s Office of Bogotá, since January of this year, the use of lethal weapons, such as firearms and 12-gauge shotguns, by Esmad and in the management of social mobilizations and protests is prohibited.

As well as some subsequent actions:

– The evaluation and follow-up of what happened during the protest through the District Board of Follow-up to the Exercise of the Rights to Freedom of Expression, Assembly, Association and Peaceful Social Mobilization.

– Documentation and follow-up in the Civil Committee for District Coexistence and Human Rights of complaints about cases of alleged abuse of authority or police abuse and brought to the attention of the competent authorities.The joint report must be delivered on September 30 of this year.
