An outrageous event occurred in the last hours in the Olaya Herrera neighborhood of Cartagena, where a group of minors were caught on video drinking and dancing champeta on a street in the Nuevo Porvenir sector.
No adult prevented the act of violence against minors.

“In the case of girls and boys drinking liquor on a street in Cartagena, it is reported that the permanent family commissioner and the ICBF are working together to guarantee the rights of minors. The ICBF Regional Director, Farib Narváez, conducts interviews with the mothers of the two girls, located by the Police for Children and Adolescents “, The Colombian Institute of Family Welfare, ICBF, pointed out in a first statement, in which it confirms that the video that has gone viral on social networks was captured in this popular neighborhood of Cartagena.
In the video you see a group of small (boys and girls) with beer bottles in hand, drinking and dancing on a street in the Olaya Herrera neighborhood, one of the most vulnerable areas of the city.

The Childhood and Adolescence Police, and Icbf staff, have already identified the mothers and fathers of these minors, who were subjected to an obvious case of moral and physical abuse, by allowing the minors to drink outrageously, including one of the minors loses balance in the middle of intake.
“Taking into account publications on social networks where a video is observed in which girls are seen drinking intoxicating drinks, the group for the protection of children and adolescents in coordination with the quadrant, carried out neighborhood work in the Olaya Herrera neighborhood, Nuevo Porvenir sector, and it was possible to find the location of the residences of the small ones, “reported the Police.
According to the authorities, they explained to the parents the violation to which the little ones were exposed, and the care they should have with their children. “In addition, the procedure to follow was explained to them and their presentation was made to the family commissioner”, adds the Police.
The general director of the ICBF, Lina Arbeláez, described as illegal the conduct of those who provided alcoholic beverages to minors.
The official reminded the community that the person who delivers intoxicating drinks to minors will be sanctioned in accordance with the standards established for dispensers in the national or departmental Police codes.
“It is inadmissible that parents and caregivers encourage the consumption of intoxicating beverages among their children, putting not only their health at risk, but their integrity and life,” said the Director of the ICBF.
Arbeláez reiterated to parents their role as joint managers in the protection and guarantee of their children’s rights.
