Carmen Helena Vásquez, who served as Minister of Culture until Thursday, was appointed Colombia’s ambassador to Uruguay by President Iván Duque. To replace her in the portfolio, they appointed Felipe Buitrago, who was serving as vice minister.
Buitrago, one of the men close to the national president, has been in charge of directing the government program for the Orange Culture or the entrepreneurship.
The new Minister of Culture has been linked to the government since August 2018 when he was Counselor for Economic Affairs of the Presidency.
In presenting it, Duque highlighted his experience, of more than 18 years, as a consultant to the Division of Cultural Affairs and Creativity of the IDB. He was also director of the Ibero-American Copyright Observatory and Developer of Creative Economies of the British Council.

Buitrago is an economist from the Universidad de los Andes, a master’s degree in International Public Policy from Johns Hopkins University and the author of the book ‘Orange Economy: an infinite opportunity’.
Of the outgoing Minister Vásquez, who will be the new Colombian ambassador to Uruguay, Duque said that “we appreciate her management, where she carried out the implementation of the Orange Law, the largest historical budget for the sector and the ReActivarte Law.”
He also highlighted that “with Dr. Carmen Vásquez we achieved the expansion of the BEPS for cultural managers and a dynamic program of calls to mobilize resources for cultural management and heritage protection.”
