The promiscuous court of Chinchiná, Caldas, ordered three days of arrest and a fine of two minimum wages against the Minister of Defense Carlos Holmes Trujillo and the director of the National Police, General Óscar Atehortúa for contempt of a guardianship ruling that was issued on August 26, 2019 and that forced them to promote the promotion course to a major of that institution.
Major Faiber Jahir Moreno Salazar was illegally removed from service in 2008 for 10 years without any motivation, and after a demand for annulment that proved him right, his reinstatement was ordered.

In 2019, the Chinchiná judge, when resolving a guardianship ruling, ordered the Police Directorate and the Ministry of Defense to validate the time he was outside in order to be called to a promotion course to Lieutenant Colonel, But more than a year has passed and the order issued was not carried out.
The ruling establishes that the arrest warrant must be carried out at the Escuela de CarabinerosFor this purpose, the Bogotá Police Commander was instructed to retain or apprehend those sanctioned and take them to the Public Institution where they will pay the arrest penalty.
Once the sanction is effective, says the ruling, the director of the School of Police must inform the judge in writing of compliance with the ordinance.
The ruling has no recourse and they will continue to be sanctioned for contempt until they fully comply with said sentence.
