Captured for alleged financing of vandals works in the Presidency – Investigative Unit

One of the four people who this morning were captured by the Dijín and the Prosecutor’s Office as alleged members of the GDCO Frente Segundo, turned out to be a contractor for the Administrative Department for Social Prosperity, attached to the Presidency of the Republic.

According to official sources confirmed to EL TIEMPO, they are accused of terrorism, conspiracy to commit a crime, disruption in public transport service and violence against public servants.

This is a person identified as alias ‘the teacher’ or Parga.

According to his profile, he is a lawyer and a professor. EL TIEMPO refrains from publishing his photo and name until his whim is prosecuted.

Official sources told EL TIEMPO that the arrests are related to the vandalism of November 22 last year. In addition, it is investigated if there are communicating vessels with the vandalism of last September 9 and 10, after the death – due to police brutality – of citizen Javier Ordóñez.

Riots collage

The arrests are related to the riots of September 22, 2019, but their connection with those of September 9 and 10 is being investigated.

“They were seized computer items, cell phones, manuscripts with information about what happened in the protests presented this month, clothing allusive to the Eln, propaganda elements of the Farc party, writings on the production of explosives and, likewise, substances and materials for the manufacture of artisanal explosives, among others, “says an official report.

The arrests were carried out by Dijín and the Bogotá Police intelligence, in coordination with the Prosecutor’s Office.

The investigators assure that the captured ones would be dedicated to the financing of radical clandestine groups, who would motivate the violent social protest. Alias ​​’Erika’ is located as the alleged recruiter of young people in prisons.

The Prosecutor’s Office issued a statement confirming the arrests and informing that the people who remained at the disposal of the judges were identified with the aliases of Érika, Justo, el Profe and la Pola.

Since December 2017 he has been an administrative technician in the Department of Social Prosperity, with a monthly allowance of around 2 million pesos.

Who is alias Parga?

EL TIEMPO had access to official documents stating that the detainee had specific functions in the Social Prosperity program.

His resume records that he has worked since December 2017 as an administrative technician for the Department of Social Prosperity, with a monthly allowance of around 2 million pesos. In addition, he was a contractor for an NGO on two occasions –between 2012 and 2014, and between 2015 and 2017–, as well as a foundation, in 2015. In the latter, his role was as coordinator of legal processes.

The capture of the 4 people was registered after 9 months of investigations that included telephone interceptions, follow-ups, facial matching, selective search in databases and surveillance tasks.

In addition, it coincides with the denunciations of the High Commissioner for Peace, Miguel Ceballos, about the presence of ELN cells and FARC dissidents in the excesses of the days of September 9 and 10.
